On September 13, 2024, the Standing Committee of the National People’s Congress (NPC) held its eleventh session, which was successfully closed with a speech by Zhao Leji, the Chairman of the Standing Committee, emphasizing the implementation of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the pursuit of stable progress in promoting the high-quality development of legislative work.
The session concluded with the completion of various tasks, including the consideration of 10 draft laws and decisions, the passage of 4, and the review of 5 government reports and 1 law enforcement inspection report. Additionally, the session approved the ratification of 3 international treaties.
Zhao Leji highlighted the significance of the NPC’s decision to confer national medals and honorary titles in the 75th anniversary year of the founding of the People’s Republic of China. He emphasized the need to widely publicize the outstanding achievements of the individuals honored, actively learn from their advanced deeds, and inspire the people of all ethnic groups to unite and strive for the great cause of modernization and national rejuvenation with Chinese characteristics.
One of the key decisions made by the session was the implementation of a gradual increase in the statutory retirement age. The revised Defense Education Law provides a legal foundation for the popularization and enhancement of national defense education, the promotion of patriotic spirit, and the advancement of national defense construction and socialist spiritual civilization. The decision to revise the Statistics Law aims to improve the statistical supervision system, strengthen the prevention and control of statistical fraud, and increase legal liability for violations, thereby better ensuring the authenticity, accuracy, completeness, and timeliness of statistical data.
Zhao Leji emphasized the need for all parties involved to take the above laws and decisions seriously, promote their study and implementation, and promptly formulate supporting regulations and measures to ensure the comprehensive and effective implementation of these laws and decisions.
The session also reviewed two reports on the implementation of the plan and budget, urging further comprehensive deepening of reforms and efforts to achieve the annual economic and social development goals. It also examined the report on the management of government debt for the year 2023, calling for the summary of practical experience, the improvement of relevant systems and mechanisms, and the in-depth and solid implementation of government debt supervision and management work.
The session also reviewed the law enforcement inspection report on the Agriculture Law, emphasizing the need to strengthen the foundation for stable production and supply of grain and other important agricultural products, enhance the construction of high-standard farmland, and protect farmland, as well as to promote the sustainable and stable income of farmers.
Zhao Leji stressed that the implementation of the spirit of the Third Plenary Session of the 20th Central Committee is a major political task for the current period and the future. The reform tasks deployed in the Decision of the Plenary Session are closely related to legislative work, and many reform measures require the NPC to support and safeguard through law-based performance. He called for the thorough study and implementation of the spirit of the Plenary Session, the unity of thoughts and actions with the deployment of the Plenary Session, and the steadfast pursuit of reform implementation. Zhao also emphasized the need to give full play to the leading, promoting, regulating, and safeguarding role of legislation, complete the legislative revision projects clearly deployed in the Decision, make authorized decisions and reform decisions in accordance with the law, and ensure that major reforms are legally supported and the outcomes of reforms are promptly elevated to legal systems.
