Shanghai Pudong New Area has embarked on a transformative journey to alleviate the heavy workload faced by grassroots officials, empowering them to better serve the public. The initiative, which has been described as shifting from burdens to lightness, aims to streamline operations and improve the quality of services provided to residents.

In the沪东新村街道 of Pudong, the situation was dire. As the city’s old community,沪东新村 faced challenges such as unclear procedures for the election of residential committee members and insufficient support for daily operations. These issues burdened grassroots officials, raising concerns about the ability of young officials to take on the heavy responsibilities.

To address these challenges, the沪东新村 streets developed a Residential Committee Election Guidance Manual. This comprehensive document outlines the process and conditions for the election of residential committee members, providing templates for public announcements and notices. It fills in the gaps in the rules, allowing grassroots officials to解脱 from complex tasks and focus on serving the public more effectively.

The initiative also introduced a Five-Five work method, which involves walk and see, find and discuss, and implement. This approach aims to clarify the situation of residents’ families, identify key individuals in the community, and resolve problems and conflicts in a timely manner. Additionally, the Five-Point work method aims to improve the living environment of residents, enhance their sense of获得感, happiness, and security.

These cases represent just a glimpse of Pudong’s efforts to reduce the workload and enhance the capabilities of grassroots officials. In recent years, Pudong has focused on innovative work methods, forming a systematic concept, integrating resources, and improving work efficiency. The goal is to address the root causes of the problems and empower grassroots officials.

To achieve this, Pudong has taken several measures. It has issued fifteen incentives and care measures for residential and rural party secretaries, community workers, and rural community workers, providing clear breakthroughs such as offering preferential treatment for outstanding residential and rural party secretaries. These measures aim to inject vitality and motivation into the grassroots cadre team.
