The draft revision of the National Defense Education Law has garnered widespread public attention. Grassroots legislation contact points in Shanghai, Fujian, Henan, Tianjin, Shandong, and other regions have actively sought public opinions through various means and collected legislative suggestions. On September 9, the Legislative Affairs Commission of the Standing Committee of the National People’s Congress held a press conference, where spokesperson Wang Xiang introduced the relevant legislative work and answered journalists’ questions.

Public Opinion and Draft Revision

During the public opinion collection period on the China Law Network, the Legislative Affairs Commission received 304 suggestions from 176 individuals, along with 2 letters. The public mainly provided suggestions on the content of national defense education, the date of the National Defense Education Day, specific systems and measures for school national defense education, and the guarantee of national defense education funds. Some of these suggestions have been studied and adopted.

Focusing on the Improvement of School National Defense Education Clauses

In May of this year, the Shanghai Hongqiao Contact Point convened a legislative opinion solicitation meeting on the draft revision of the National Defense Education Law. Representatives from the Shanghai武警, Shanghai National Defense Mobilization Office, Shanghai Municipal Education Commission, and Shanghai Municipal Committee of Propaganda Department, as well as legal professionals from universities, combined with the current situation and work reality, proposed suggestions and comments from aspects such as clarifying the principal responsibilities and educational standards for national defense education, improving the national defense education system in schools, conducting military training in schools, expanding the scope and channels of social national defense education, and the specific wording of clauses.

Enhancing Students’ Legal Awareness

The Hongqiao Street People’s Congress Committee stated that this not only broadens the scope of legislative opinion solicitation and improves the quality of suggestions, but also enhances students’ awareness of law, respect for law, popularizing law, and using law, thus enabling them to assume more social responsibilities. The Guangxi Liangqing Contact Point also focused on the improvement of the School National Defense Education clauses in Chapter II of the Law, conducting legal draft opinion collection among teachers and students at 4 universities in Guangxi, including Guangxi Police College. They also invited 20 teachers and students from Guangxi Finance Vocational College to the Sandashan grassroots legislative information collection point to carry out patriotic education activities themed Fostering National Sentiment and Strengthening National Defense Education. After the study activities, they conducted opinion collection, receiving 193 suggestions and comments from all sides.

Emphasizing the Importance of Discipline Construction

Chen Yongmei, a teacher at the School of Marxism of Huanghuai University in Henan Province, suggested that the selection of national defense education instructors should be strictly optimized, and they must have solid national defense knowledge and military skills to ensure the quality of national defense education. In addition, schools and educational administrative departments should pay attention to the construction of national defense education disciplines, improve related mechanisms, select through multiple channels, establish a military-civil co-education talent training system, and promote the professional development of the national defense education team.

Broadening the Scope of Legislative Opinion Solicitation

The Tianjin Xiaobailou Contact Point focused on the word education and specifically targeted groups, seeking opinions from universities such as Nankai University, Tianjin University, Tianjin University of Finance and Economics, and Tianjin University of Chinese Medicine. They also extensively solicited opinions and suggestions from the Veterans Affairs Bureau, veterans, active-duty soldiers, reservists, and the like. They also relied on the Peace District People’s Armed Forces Department to make legislative opinion solicitation more extensive, accurate, and professional within the district.

Strengthening the Role of Veterans

Qí Lì, a resident in the street district, said that although he is old, his willingness to contribute to national defense education is not old. He suggested that the revised National Defense Education Law should stipulate how to give play to the role of veterans. Zhao Yuesen, another veteran, suggested that the law must strengthen the concept of starting national defense education from children. Wu Wenbin, a student in the Rehabilitation Therapy major at Tianjin University of Chinese Medicine and a veteran soldier, suggested refining the national defense education courses in colleges and universities to provide detailed guidance for national defense education content.

Enhancing the Quality of Education

The Yellow Island Contact Point in Shandong collected 36 suggestions for the revision of the legal draft through written collection, online collection, and on-site investigation and research. Among them,光大 Group actively organized employees to study the revised draft of the National Defense Education Law, collecting various opinions and suggestions. They proposed that primary and middle schools should also organize students to carry out youth military academy activities themed with national defense education, and the educational administrative departments, the Communist Youth League organizations,
