In a bold move to bolster the growth of private enterprises and enhance the overall economic landscape, Wenzhou, a key origin of China’s private economy, has successfully implemented and promoted 87 reform measures across the nation and province. These reforms have not only facilitated the ease of doing business but have also significantly improved the educational opportunities for the children of migrant workers.
Reform Measures for Migrant Workers’ Children
One of the notable reforms is the facilitation of school enrollment for the children of migrant workers. This initiative has made a significant impact on individuals like Zhuang Guangming, who moved from Anhui to Wenzhou Leqing for work. With no property or local household registration, Guangming was torn between returning to his hometown or staying. However, the reform allowing easy enrollment in public schools has solved his dilemma. This year, 262 children of migrant workers in Beixiangzhuang Town alone have benefited from this policy, which ensures zero门槛 (threshold) admission by simply registering residence and expressing the need for enrollment.
Promoting Private Economy Development
Wenzhou has long been recognized as a cradle of private entrepreneurship. The city has embraced reform as a pivotal strategy to foster high-quality growth in the private sector. By focusing on the critical needs of private enterprises, Wenzhou has initiated a series of institutional innovations and improvements. These reforms aim to create an environment where private businesses can thrive, invest confidently, and operate securely.
To date, Wenzhou’s integrated reform for the Two Health (healthy growth of the private economy and a healthy business environment) has yielded approximately 50 institutional achievements and 87 reform measures that have been replicated nationwide and provincially. The city has consistently ranked among the top in the National Private Enterprise Evaluation of Business Environment for three consecutive years.
Addressing Key Challenges
In response to challenges such as the difficulty in attracting high-end talent and the limited research and development capabilities of small and micro enterprises, Wenzhou has taken the lead in implementing a province-wide initiative. This initiative involves assigning science and technology talents to enterprises as technology vice presidents to establish a flexible talent introduction mechanism. Since last year, Wenzhou has selected and dispatched 356 research personnel to 502 private enterprises, facilitating technological breakthroughs, the establishment of research and development institutions, and the cultivation of innovative talent.
For example, Professor Chen Wei from Wenzhou University, serving as the technology vice president at Zhejiang Meishuo Electrical Technology Co., Ltd., helped establish a joint relay life test laboratory and nurtured a technical team. These efforts have led to the approval of municipal and above-level scientific research projects for the enterprises and the transformation of scientific and technological achievements worth 190 million yuan.
Enhancing Enterprise Services
Wenzhou has also established 76 enterprise service centers in towns with an annual industrial output value of over 2 billion yuan. These centers offer a comprehensive range of services, including policy promotion, grievance resolution, legal rights protection, and government-enterprise communication, ensuring that 266 high-frequency services are available 24/7. For instance, the Oubei Sub-district in Yongjia County has introduced 86 service institutions and the Zhejiang University Wenzhou Research Institute to provide 276 professional services to enterprises.
