Shanghai, China – Starting from October 15, 2024, Shanghai will implement a phased road restriction policy on Euro IV diesel commercial vehicles, according to a report by China News Service on September 7.

The new policy aims to reduce air pollution and improve the city’s air quality. It will be implemented in three phases, with each phase extending the restrictions to a wider area of the city.

Phase 1: October 15, 2024

The first phase of the policy will begin on October 15, 2024. During this phase, Euro IV diesel commercial vehicles will be prohibited from driving on roads within the S20 outer ring highway in Shanghai. This includes both the ground level roads and the elevated sections of the highway.

Phase 2: October 15, 2025

In the second phase, which will begin on October 15, 2025, the restrictions will be expanded to include the roads within the G1503 Shanghai ring highway. Again, this includes both the ground level roads and the elevated sections of the highway.

Phase 3: October 15, 2026

The final phase of the policy will begin on October 15, 2026. At this point, Euro IV diesel commercial vehicles will be prohibited from driving on all roads within the city’s jurisdiction.

Reasons for the Policy

The decision to implement the road restriction policy is based on the fact that Euro IV diesel vehicles are a major source of air pollution in Shanghai. Despite accounting for only about 3% of the city’s total vehicle fleet, these vehicles contribute to 45% of the city’s NOx emissions.

The policy is aimed at improving the city’s air quality and reducing the health risks associated with air pollution. It is part of a broader effort by the Shanghai government to tackle environmental issues and promote sustainable development.

Who is Affected

The policy applies to all Euro IV diesel commercial vehicles, regardless of whether they are for operation or not. This includes vehicles with out-of-province license plates.

Enforcement

Violations of the road restriction policy will be handled by the Shanghai public security traffic administration. They will enforce the policy based on the provisions of the Road Traffic Safety Law of the People’s Republic of China.

Conclusion

The phased road restriction policy on Euro IV diesel commercial vehicles in Shanghai is a significant step towards improving the city’s air quality and reducing the health risks associated with air pollution. It is hoped that this policy will be successful in achieving its goals and contribute to a healthier and more sustainable future for Shanghai.
