In a significant operation, five economic suspects have been repatriated from Cambodia to China. This development is a result of a collaborative effort between the Chinese Ministry of Public Security and Cambodian law enforcement agencies.
The suspects, identified as members of a telecommunications and internet fraud syndicate, were apprehended by Cambodian authorities following a joint investigation. They were involved in transferring funds for the syndicate, which was engaged in telecommunications and internet fraud.
According to reports, the suspects, led by Qin, were operating in Cambodia since June 2023. They lured over a hundred Chinese citizens to participate in part-time work and loan applications online. The suspects then transferred the funds through card transactions and purchased virtual currencies to wash the proceeds of the fraud, thereby earning illegal profits.
In September 2023, the Jiaxing District Public Security Bureau of Shanghai City filed charges against Qin and the other suspects. To evade law enforcement, the suspects frequently changed their places of residence in Cambodia. In response, the Ministry of Public Security’s Fox Hunt Task Force intensified its guidance, and the Shanghai Public Security Bureau, through international police cooperation channels, informed Cambodian law enforcement agencies about the suspects and requested their extradition.
In June 2024, Cambodian law enforcement agencies apprehended the five suspects and decided to repatriate them to China. On September 6, 2024, the Fox Hunt Task Force repatriated Qin and the other four suspects to China. The case is currently under further investigation.
A senior official from the Fox Hunt Office of the Ministry of Public Security stated that offshore is not beyond the law. The Chinese public security authorities will continue to deepen international law enforcement and judicial cooperation and continue to conduct offshore fugitive and asset recovery operations to effectively maintain the socialist market economic order and the legitimate rights and interests of the people.
