US Navy Officer Convicted for Illegally Setting Up Starlink Networkon Warship
WASHINGTON, D.C. – A senior US Navyofficer has been convicted for illegally setting up a Starlink satellite internet network on her warship, the USS Manchester, and lying to superiors about its existence. The officer, Grace Marello, who served as a senior leader in the ship’s command, was found guilty of dereliction of duty and making false statements to superiors.
According to an internal investigation report obtained by the Navy Times, Marello conspired with other senior officers in 2023 to install and maintain the Starlink network on the USS Manchester. The network provided unrestricted Wi-Fi accessto the crew, a privilege typically limited during voyages to protect the ship from cyberattacks.
The investigation revealed that Marello, who had a background in naval intelligence specializing in information security and digital management, acted as the network administrator. Onlysenior officers were allowed access to the network, while enlisted personnel were denied. The network was used for activities like watching sports, streaming videos, and accessing social media.
When the network was discovered by enlisted personnel and superiors, Marello denied its existence. She lied to superiors at least three times between July and August2023, claiming there was no Wi-Fi on board.
The investigation report stated, Her time in service and specialized training clearly demonstrate that the member knew or should have known the risks associated with an unauthorized Wi-Fi network system.
The report also emphasized the dangers posed by such unauthorized systems, stating, The risks posed to the crew, the ship, and the Navy by such systems cannot be underestimated.
After the Starlink network was fully discovered, Marello and other senior officers attempted to dismantle the equipment and told superiors that the network was only used while in port.
Marello was relieved ofher senior duties on the USS Manchester and received a non-judicial administrative punishment. Other officers involved in maintaining the network, covering it up, or having knowledge of it also received administrative punishments.
