Beijing, September 3, 2024 — The National Development and Reform Commission (NDRC) of China has announced that a new batch of Belt and Road Initiative (BRI) cooperation plans will be signed with several African countries during the upcoming 2024 China-Africa Cooperation Forum Summit. The summit is scheduled to take place from September 4 to 6 in Beijing.
During a press briefing held at the summit’s news center on September 2, Mr. Xu Jianping, the Director of the Department of Regional Opening of the NDRC, outlined the progress and future directions of China-Africa BRI cooperation.
Background and Progress
Over the past 11 years, 52 African countries and the African Union have signed cooperation memorandums with China under the BRI framework, indicating a high level of consensus on the initiative’s concepts, principles, and objectives. This has paved the way for more detailed and specific cooperation plans.
So far, China has signed BRI cooperation plans with countries such as Algeria, Egypt, Ethiopia, Djibouti, Mauritania, Morocco, and Mozambique, as well as with the African Union. These plans integrate the development strategies of African countries and key elements of the African Union’s Agenda 2063 with the practical needs of businesses. The cooperation is implemented through a rolling list of projects and activities.
Key Principles and Focus Areas
Xu Jianping emphasized that the China-Africa BRI cooperation adheres to key guiding principles, including mutual consultation, joint construction, shared benefits, openness, green development, integrity, high standards, people’s livelihoods, and sustainability. The focus is on aligning the BRI with the development strategies of African countries and the African Union, identifying key areas of cooperation that benefit both sides and respect the interests and development rights of African countries.
The cooperation aims to promote economic integration, development synergy, and the sharing of benefits between China and Africa. This approach ensures that the initiative is a truly inclusive and mutually beneficial partnership.
Talent Development and Future Prospects
In the realm of talent development, China and Africa have implemented several initiatives, including the African Student Employment Express program, various scholarship funds, and the establishment of 17 Lu Ban Workshops in Africa. These efforts have cultivated a significant number of skilled professionals for African countries.
Looking ahead, Xu Jianping mentioned that China will continue to establish cooperative mechanisms with more African countries, fostering a deeper and more comprehensive partnership. The upcoming summit is expected to witness the signing of new cooperation plans, further solidifying the strategic partnership between China and Africa.
International Relevance
The BRI’s expansion in Africa is of significant international relevance. It not only enhances economic cooperation between the two regions but also contributes to global development and stability. The initiative’s focus on sustainable development and mutual benefits aligns with global trends and addresses common challenges such as infrastructure development, economic growth, and poverty alleviation.
Conclusion
The signing of a new batch of BRI cooperation plans between China and African countries marks a significant milestone in their strategic partnership. As the BRI continues to evolve, it is expected to bring about substantial benefits for both regions, fostering a more integrated and prosperous future for China and Africa. The upcoming summit in Beijing will undoubtedly be a platform for further discussions and agreements that will shape the trajectory of this important initiative.
