Title: Zhonghua Zhusan Team: Forging the National Edge in Chemical Emergency Rescue
Introduction
In Zhoushan, Zhejiang Province, lies a small island named Ao Mountain, which is home to the world’s largest single石油 island. Here, the National Chemical Emergency Rescue Zhonghua Zhusan Team stands guard, a vital force in safeguarding national energy security and responding to chemical emergencies.
A Rising Force in Emergency Response
Although the team was officially established in September 2016, the Zhonghua Zhusan Team has quickly made a name for itself in the field of emergency response. As the only national-level chemical emergency rescue team in the Zhoushan area, it is tasked with tackling large-scale tank fires, as well as onshore and offshore chemical accidents.
A Proven Track Record
Since its inception, the team has participated in numerous large-scale practical exercises, including the Zhejiang Province and Zhoushan City Chemical Accident Emergency Exercise in 2018. These exercises have thoroughly tested the team’s professional emergency response capabilities.
In May 2021, under the command of the National Work Safety Emergency Rescue Center, the Zhonghua Zhusan Team successfully completed the rescue mission of the Ruiyun 25 offshore oil tanker fire, providing emergency support for the stability of the regional work safety situation.
Strengthening Emergency Capabilities
The team has always emphasized the importance of enhancing its emergency response capabilities by focusing on advanced equipment and techniques. What enables the Zhonghua Zhusan Team to protect national energy security? It’s a combination of emergency rescue tactics and techniques, and the advanced emergency rescue equipment we possess, said Sun Hongtao, the team’s commander.
In recent years, the team has made significant strides in equipment levels, training effectiveness, and实战 capabilities, thanks to its commitment to political, reform, technological, talent, and rule-based team building.
Advanced Equipment and Techniques
The team’s high-caliber equipment is crucial for the successful completion of rescue missions. Zhonghua Zhusan Team is equipped with two sets of high-flow remote fire extinguishing systems, which have been successfully used in real-world scenarios for large-scale tank fires.
Sun Hongtao highlighted the reliability of this equipment, noting that it has been tested in continuous operations for up to three days and two nights without interruption, ensuring robust rescue support.
Innovative Maritime Emergency Response
In response to the needs of the Zhejiang Free Trade Zone’s oil and gas industry chain, the chemical industry in the华东 region, and maritime emergency rescue requirements, the Zhonghua Zhusan Team has developed a maritime emergency rescue support vessel.
This technologically advanced vessel is capable of maritime emergency communication and command, as well as on-site situation assessment. It is equipped to handle emergency fires at offshore chemical companies and maritime chemical transport vessels.
The vessel operates under a quasi-military management system, standing by 24 hours a day. We have even built a special emergency dock for it, Sun Hongtao explained. In case of an emergency, we can immediately coordinate with onshore emergency rescue forces for a seamless land-sea rescue operation.
Conclusion
The Zhonghua Zhusan Team’s dedication to enhancing its emergency response capabilities and its investment in cutting-edge technology have positioned it as a leading force in national chemical emergency rescue. As a result, it stands as a shining example of China’s commitment to protecting its energy security and ensuring the safety of its people.
