Specifically, the province plans to introduce legislation focused on the operation of the free trade port, including the Hainan Free Trade Port Anti-smuggling Regulations and the Service and Management Measures for Visa-exempt Foreigners in Hainan. Wang highlighted that the Several Provisions on the Development of International Commercial Arbitration in the Hainan Free Trade Port came into effect on July 1. Since then, the first case under the new arbitration rules was heard on July 15.

The next steps involve developing supportive measures for the arbitration industry, improving oversight mechanisms for arbitration institutions, and establishing the Hainan Arbitration brand. The aim is to encourage businesses to prioritize arbitration and mediation as non-litigious methods for resolving commercial disputes.

Wang revealed that the Hainan Provincial Department of Justice has drafted the Hainan Free Trade Port Commercial Mediation Regulations.
