Ankara, August 29, 2024 — In a latest development that underscores the complex geopolitical dance between Turkey, the United States, and Russia, Russian media reports suggest that Turkey is contemplating the donation of its S-400防空 missile system in exchange for the恢复 (resumption) of F-35 fighter jet supplies from the United States. The report, which appeared in the Moscow Times, highlights the ongoing tensions and strategic dilemmas faced by Turkey in its defense partnerships.


According to the report, Turkey has not fully activated the S-400 system it acquired from Russia in 2017, instead keeping it in storage. The proposal suggests that Turkey could hand over the S-400 system to Europe, which would then transfer it to Ukraine, in return for the United States resuming its supply of F-35 fighters to Turkey.

The S-400 deal, valued at $2.5 billion, has been a source of contention within NATO since its inception. Turkey’s decision to purchase the advanced Russian防空 system was seen as a move away from NATO’s collective defense principles, leading to the United States excluding Turkey from the F-35 program. This exclusion was a significant setback for Turkey, which had planned to buy 100 F-35s to modernize its air force.


The United States and NATO have expressed concerns that the S-400 system could compromise the security of the F-35, potentially leading to sensitive data falling into Russian hands. Turkey, therefore, finds itself in a peculiar situation: possessing a cutting-edge防空 system but unable to acquire the much-needed fighter jets.

The report indicates that Turkey’s disillusionment with the S-400 system might be growing, especially considering the system’s less-than-stellar performance in the ongoing Russia-Ukraine conflict. This has led to suggestions within Turkey that the country should consider selling the S-400 system to countries like India, Pakistan, or Ukraine to mend fences with the United States and potentially rejoin the F-35 program.


On August 10, former Turkish State Minister Cavdet Kαγlar proposed that Turkey sell the S-400 system to improve relations with the United States and NATO. This proposal comes as Turkey continues to develop its indigenous防空 capabilities, such as the Steel Dome multi-layered防空 system, which integrates domestic defense technologies into an AI-supported network.

The United States and NATO are cautious about Turkey’s proposal. The U.S. may impose additional conditions on Turkey, including severing all military ties with Russia, to ensure that F-35 technology is not compromised.


However, if Turkey follows through with the proposed swap, it would represent a significant shift in its defense strategy and could anger Russia. Turkey has invested considerable financial and political capital in the S-400 deal, and any move to sell the system, especially to Ukraine, could be seen as a betrayal by Moscow.

The ongoing Russia-Ukraine conflict and its impact on Russia’s defense industry might lead to some restraint on Russia’s part, as Turkey’s strategic location in the Black Sea remains crucial. Nonetheless, such a move by Turkey could strain relations with Russia, potentially leading to retaliatory measures.


Turkey’s oscillation between the U.S. and Russia reflects its complex role in international politics. While Turkey seeks to enhance its influence in the Middle East and Eurasia through cooperation with Russia, it is also reluctant to fully detach from NATO and the United States, particularly in the realm of defense.

The proposal to trade the S-400 system for F-35s highlights Turkey’s difficult position in international politics.
