The financial subsidy and individual contribution standards will rise by 30 yuan and 20 yuan respectively, reaching 670 yuan and 400 yuan per person per year. This is the first time since 2016 that the increase in individual contributions is lower than the financial subsidy increase. The notice emphasizes the need to enforce comprehensive assistance policies, establish long-term mechanisms to prevent and mitigate the risk of poverty due to illness, and ensure enrollment in medical insurance for rural low-income populations and former poverty-stricken individuals, with a target participation rate of no less than 99%. It also outlines the need to implement medical assistance classification and sponsorship policies for these groups, and encourages regions with the capacity to increase the fixed amount of assistance. Additionally, it underscores the importance of monitoring and warning systems for patients with high medical expenses, promoting information sharing and collaboration among departments, and encouraging the involvement of charitable organizations in aid and support.

Incentives for Continuous Enrollment in Resident Medical Insurance

In line with the recent guidelines from the General Office of the State Council on establishing a long-term mechanism for basic medical insurance participation, the notice urges provinces to establish incentives for continuous participation in resident medical insurance. This includes implementing a reward system for those who have continuously participated in the program and those who have not claimed any reimbursements. The aim is to encourage consistent enrollment and promote the sustainability of the medical insurance system.
