Baoshan, Yunnan Province, China(August 25, 2024) – Once known for its poverty and lack of prospects, the Daguanmiao community in Baoshan, Yunnan Province, has undergone a remarkable transformation, becoming a model of rural revitalization through the power of law. This change, witnessed firsthand by journalistsaccompanying the Rule of Law Illuminates the Frontier – 2024 National Online Legal Publicity Campaign in Yunnan, is a testament to the transformative potential of community-driven legal empowerment.
The community, nestled at the foot of theAilao Mountains, was once a place of despair. A local saying, Don’t marry your daughter to Daguanmiao, even a large basin will be worn down on her head, reflected the harsh realities of life. Poverty, lack of opportunities, and social issues made the community a place people wanted to leave, not stay.
However, a shift began with the community’s dedication to creating a National Model Community for Democracy and the Rule of Law. This initiative, coupled with the broader push for modernization of communitygovernance and the creation of safe and legal communities, sparked a transformation. The community, through a process of self-management, self-service, and self-improvement, began to create a brighter future.
The key to this success, according to Zhang Qiangyun, the community’s director, lies inthe strength of the community’s leadership and the active participation of its residents. We realized that to truly empower our community, we needed to make legal knowledge accessible and relevant to everyone, Zhang explained.
To achieve this, the community implemented a four-pronged approach to legal publicity: Silent Influence,Environmental Nurturing, Regular Strategies, and Targeted Output. This included creative initiatives like Culture Builds the Stage, Law Plays the Show. The community’s Peace Building Elderly Association mobilized older residents to create and perform plays based on the Constitution and legal issues like anti-fraud and anti-corruption campaigns. This approach made legal education entertaining and relatable, transforming it from a reactive measure to a proactive tool for prevention.
The community also strategically integrated legal concepts into the physical environment. Prominent legal slogans are displayed on murals, wooden carvings, and information boards, ensuring constant exposure to legal principles.The community built a Rule of Law Square and Rule of Law Alley within popular gathering spaces, subtly embedding legal values into everyday life.
The community also established a Party Building + Public Welfare model, forming a legal service team comprised of party members, police officers, legal officials, lawyers, residents, and volunteers. This team provides free legal services and policy consultations, ensuring that legal assistance is readily available to all. A local law firm even implemented a Monthly Appointment, Hotline, and On-Demand Home Visit program, bringing legal services directly to residents’ doorsteps.
The results are undeniable.Daguanmiao has transformed from a community plagued by social issues and poverty to a thriving, harmonious, and beautiful home. The community has been recognized as a Yunnan Provincial Model Community for Democracy and the Rule of Law and a National Model Community for Democracy and the Rule of Law.
