China Cracks Down on Illegal Mixing of Edible Oil and Industrial Products in Tanker Trucks
Beijing, August 25, 2024 -The State Administration for Market Regulation (SAMR) has announced the results of an investigation into the illegal mixing of edible oil and industrial products in tanker trucks, apractice that has sparked public concern and outrage. The investigation, conducted by a joint task force comprising the State Council Food Safety Office, the National Development and Reform Commission, the Ministry of Public Security, the Ministry of Transport, the National Health Commission, the SAMR, and the State Administration of Grain and Reserves, uncovered a shocking pattern of disregard for food safety and legal regulations.
The investigation focused onfour provinces – Hebei, Tianjin, Inner Mongolia, and Shaanxi – where media reports had initially raised concerns about the practice. The task force traced the flow of affected products, identified responsible individuals and companies, and analyzed the root causes ofthe problem. They also conducted a nationwide sweep to identify any similar cases. While no other instances of such blatant violations have been found to date, the investigation revealed the extent of the problem and the urgent need for stricter enforcement.
The investigation revealed two specific cases of illegal mixing, involving tanker trucks with license plates冀E5476W and 冀E6365Z.
Case 1: Tanker Truck 冀E5476W
- On May 22, 2024, the truck, driven by a man named Yao, loaded coal-based synthetic oilfrom Ningxia Coal Industry Co., Ltd.
- On May 23, the truck delivered the coal-based oil to Huali Oil & Fat Co., Ltd. in Jinzhou, Hebei Province.
- On May 24, the truck was loaded with edible vegetable oil from Zhongchu GrainOil & Fat (Tianjin) Co., Ltd.
- The truck continued its journey, making stops in Hebei, Shanxi, and Shaanxi, finally delivering 35.91 tons of oil to Xinli Oil & Fat Co., Ltd. in Mianxian County, Shaanxi Province on May27.
- Investigation revealed that the truck’s actual owner, Gao Mouqun, attempted to cover up the illegal activity by obtaining a fake cleaning receipt from a car service company in Shijiazhuang, Hebei.
Case 2: Tanker Truck 冀E6365Z
- On May 16, 2024, the truck, driven by Zhang Moumou, loaded coal-based synthetic oil from Ningxia Coal Industry Co., Ltd.
- On May 18, the truck delivered the coal-based oil to Hengshan Technology Co., Ltd. inQinhuangdao, Hebei Province.
- On May 21, the truck loaded edible vegetable oil from Sanhe Huifu Grain & Oil Group Refined Vegetable Oil Co., Ltd. in Sanhe, Hebei Province.
- On May 22, the truck delivered 31.86 tonsof oil to Baishenglong Grain & Oil Co., Ltd. in Dongsheng District, Ordos City, Inner Mongolia.
- Investigation revealed that the driver claimed to have cleaned the tank on May 20, but no evidence of a professional cleaning process was found.
Consequences of the Illegal Mixing
The investigation found that 11 tons of the oil from tanker truck 冀E5476W were used in animal feed production, while the remaining 24.91 tons were not sold and have been confiscated. The oil from tanker truck 冀E6365Z was partially confiscated(2.48 tons), while the remaining 29.38 tons were sold in smaller containers.
The SAMR has categorized the illegal mixing of edible oil and industrial products as a serious violation of food safety regulations and a criminal offense. The investigation team emphasized the need for severe punishment for those involved,stating that such acts violate basic common sense, trample on moral and legal boundaries, and must be severely punished.
Moving Forward
The investigation has highlighted the need for stricter oversight of the entire food supply chain, from production to transportation and distribution. The SAMR has announced plans to implement a seriesof measures to prevent similar incidents in the future, including:
- Strengthening regulations and enforcement: The SAMR will work with other relevant agencies to tighten regulations governing the transportation of edible oil and industrial products.
- Improving traceability systems: The government will invest in technology to improve the traceability of food products,making it easier to track their origin and movement.
- Raising public awareness: The SAMR will launch public awareness campaigns to educate consumers about food safety and the dangers of illegal mixing.
