China Cracks Down on Illegal Edible Oil Transport: Joint Investigation Uncovers Shocking Practices
Beijing, August 25, 2024 -The Chinese government has taken decisive action against the illegal transportation of edible oil, following a joint investigation into allegations of widespread malpractice. The investigation, conducted by ateam comprising officials from the State Council Food Safety Office, the National Development and Reform Commission, the Ministry of Public Security, the Ministry of Transport, the National HealthCommission, the State Administration for Market Regulation, and the National Grain and Reserves Administration, uncovered a shocking disregard for safety and legal standards.
The investigation, prompted by media reports, focused on four provinces: Hebei, Tianjin, Inner Mongolia, and Shaanxi. The team traced the flow of suspect products, identified responsible individuals and entities, and analyzed the root causes of the violations. The investigation revealed that two tankers, identified as冀E5476W and冀E6365Z, were involved in the illegal transportation of edible oil.
Tanker冀E5476W: This tanker, registered under the name of Hebei Xingtai Jingucang Logistics Co., Ltd., was found to have been used for transporting both coal-based oil and edible oilwithin a short period. On May 22nd, the tanker was loaded with coal-based oil from Ningxia Coal Industry Co., Ltd.’s coal-to-oil subsidiary. On May 23rd, the tanker arrived at Huali Oil & Fat Co., Ltd. in Jinzhou, Hebei, and unloaded the entire cargo. Subsequently, on May 24th, the tanker was loaded with edible oil from Zhongchu Grain and Oil (Tianjin) Co., Ltd. and transported to various locations in Hebei, Shanxi, and Shaanxi. Finally, on May 27th, the tankerarrived at Xinli Oil & Fat Co., Ltd. in Mianxian, Shaanxi, and unloaded 35.91 tons of oil.
Tanker冀E6365Z: This tanker was also found to have been used for transporting both coal-based oil and edible oil. On May16th, the tanker was loaded with coal-based oil from Ningxia Coal Industry Co., Ltd.’s coal-to-oil subsidiary. On May 18th, the tanker arrived at Hengshan Technology Co., Ltd. in Qinhuangdao, Hebei, and unloaded the entire cargo. OnMay 21st, the tanker was loaded with edible oil from Sanhe Huifu Grain and Oil Group Co., Ltd. in Hebei and transported to Baishenglong Grain and Oil Co., Ltd. in Dongsheng District, Ordos, Inner Mongolia. The tanker unloaded 31.86 tonsof oil on May 22nd.
Shocking Violations: The investigation uncovered a series of shocking violations:
- Mixing of Products: The tankers were used to transport both coal-based oil and edible oil, posing a serious risk of contamination and potential health hazards.
- Falsification of Records: The owner of Tanker冀E5476W, Gao Mouqun, attempted to cover up the violations by falsifying cleaning records.
- Lack of Proper Cleaning: Despite claims of cleaning the tankers, the investigation found no evidence of proper cleaning procedures being followed.
- Unregulated Distribution: The tankers were found to have transported and distributed edible oil without proper authorization and safety measures.
Consequences: The investigation concluded that the illegal transportation of edible oil was a serious violation of food safety regulations and constituted a criminal offense. The government has taken the following actions:
- Seizure of Products:All 35.91 tons of oil transported by Tanker冀E5476W have been seized, with 11 tons being used for animal feed and the remaining 24.91 tons being held in storage.
- Seizure of Products: 2.48 tons of the 31.86 tons of oil transported by Tanker冀E6365Z have been seized. The remaining 29.38 tons were distributed and sold, with 4.5 tons being sold in 8.5-liter containers and 2.79tons in 17-liter containers.
- Investigation of Individuals and Entities: The investigation is ongoing to identify and hold accountable all individuals and entities involved in the illegal activities.
- Nationwide Crackdown: The government has launched a nationwide crackdown on illegal edible oil transportation, with inspections and investigations being conductedacross the country.
Public Safety and Confidence: The Chinese government has reiterated its commitment to ensuring food safety and protecting public health.
