法治之花绽放巍蒙大地：云南巍山以法治绘就民族团结、边疆繁荣发展画卷
央广网大理8月24日消息（记者 费权）随着“全国网络普法行·云南站”活动启动，8月23日，“法治光辉照边疆”主题采访活动走进大理州巍山县，实地探访巍蒙大地如何以法治为笔，绘就一幅民族团结、边疆地区繁荣发展的美丽画卷。
法治引领和谐乡村，文明新风润民心
采访团的第一站来到永建镇小围埂村。走进该村，青瓦白墙的民居，乳扇飘香的庭院，整洁干净的村道，古色古香的楹联和法治长廊……无不展现着村内和谐、积极、向上的村风面貌。道路两旁随处可见各式法治宣传标识和历史名人事迹，别样的景致让村子显得祥和、静谧。
作为“云南省调解能手”的马克京是村委会主任，也是村里的“法律明白人”。他介绍，该村紧紧围绕“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”等内容，成立综治服务中心、网格管理中心等，并围绕建设法治书屋、法治道德讲堂、法治宣传栏等，让广大村民近距离领略法治文化、感受法治精神，逐步形成良好的法治意识。
近年来，全村没有发生过刑事案件，无封建迷信活动，无赌博、打架斗殴等不良现象，文明乡风、良好家风、淳朴民风不断彰显。2020年12月该村被云南省司法厅、云南省民政厅命名为“云南省第四批民主法制示范村”。
法治小剧场“接地气”，普法宣传“活”起来
在巍山县文华书院，一部部生动有趣、接地气的普法“微短剧”吸引了群众的目光。巍山融媒以作风问题、小错不断的“杨主任”为固定角色，创作多部微短剧，通过“杨主任”违规违纪行为被查处的系列故事，剖析违纪违法行为产生的根源、带来的危害以及杜绝的必要。角色设置“接地气”，案例呈现生动，群众乐于接受，相关政策法规也深入人心，在社会上产生了强烈共鸣，迅速掀起追“剧”热潮。
巍山融媒体中心主任邱新跃介绍，法治小剧场依托“内容+载体”，用“小故事”说清了“大道理”，以“短、新、快”形式，有力提升了网络普法的亲和力、感染力和吸引力，让普法宣传“活”了起来，并充分发挥新媒体宣传优势，让法治元素与新兴形式交相辉映。目前，该中心已推出普法宣传、纪检监察、科普知识、基层治理、法律法规等各类法治“微短剧”57部，相关普法宣传产品点击量累计超过1.2亿次。
乡音打歌说快板，奏响民族“普法和谐音”
巍山是多民族聚居县，境内有25个民族分布，主要有汉、彝、回、白、苗、傈僳等6个世居民族。如何用熟悉的乡音把法律知识送到各民族群众心中？
在巍山古城拱辰楼广场，经常有“法治汇演”在这里上演。当地民族文艺队表演了《白族霸王鞭》舞蹈、《平调》等节目，将法治元素融入传统文化，用通俗易懂的语言和生动活泼的形式，将法律知识传递给群众，让普法宣传更具感染力。
巍山县委政法委书记李文介绍，近年来，巍山县坚持以法治为引领，积极探索民族地区法治建设新模式，通过开展“法治光辉照边疆”主题宣传活动，创新普法方式，不断提升民族地区群众的法治意识，为民族团结进步和边疆地区繁荣发展奠定了坚实基础。

Dali, August 24 (CNR) – As the “National Network Legal Publicity Campaign – Yunnan Station” kicked off, on August 23, the”Rule of Law Illuminates the Frontier” themed interview activity went to Weishan County, Dali Prefecture, to explore how the Weishan region uses the rule of law as a brush to paint a beautiful picture of ethnic unity and prosperous development inborder areas.
The Rule of Law Leads to Harmonious Villages, Civilized New Winds Nourish the Hearts of the People
The first stop of the interview team was Xiaoweigeng Village, Yongjian Town. Entering thevillage, the houses with blue tiles and white walls, the courtyards with the aroma of milk curd, the clean village roads, the ancient couplets and the rule of law corridor… all showcase the harmonious, positive, and upward village atmosphere. Various rule of law publicity signs and historical figures’ deeds can beseen along the roads, making the village appear peaceful and serene.
Ma Kejing, the village committee director and a “legal expert” in the village, is a “Yunnan Province Mediation Expert.” He introduced that the village, closely following the themes of “industrial prosperity, ecological livability, civilized village customs,effective governance, and affluent life,” has established comprehensive governance service centers, grid management centers, and built rule of law reading rooms, rule of law moral lecture halls, and rule of law publicity boards, allowing villagers to experience rule of law culture and feel the spirit of the rule of law up close, gradually forming a goodsense of the rule of law.
In recent years, there have been no criminal cases, no superstitious activities, no gambling, fights, or other bad behaviors in the village. Civilized village customs, good family traditions, and simple folk customs are constantly being highlighted. In December 2020, the villagewas named “Yunnan Province’s Fourth Batch of Democratic Legal System Demonstration Villages” by the Yunnan Provincial Department of Justice and the Yunnan Provincial Civil Affairs Department.
Rule of Law Micro-Plays “Connect with the People,” Legal Publicity “Comes Alive”
At the Wenhua Academy in Weishan County,a series of lively and interesting micro-plays about the rule of law attracted the attention of the public. Weishan Integrated Media, using “Director Yang,” a character who has work style problems and makes frequent small mistakes, as a fixed role, has created multiple micro-plays. Through the series of stories about “DirectorYang” being investigated for violating regulations and discipline, the plays analyze the root causes of violations of regulations and laws, the harm they bring, and the necessity of preventing them. The character setting is “down-to-earth,” the cases are presented vividly, the public enjoys watching them, and relevant laws and regulations aredeeply rooted in people’s hearts, generating strong resonance in society and quickly sparking a “play-watching” craze.
Qiu Xinyue, director of the Weishan Integrated Media Center, introduced that the rule of law micro-plays rely on “content + carrier,” using “small stories” to explain “big truths,” with a “short, new, and fast” format, effectively enhancing the affinity, infectivity, and attractiveness of online legal publicity, making legal publicity “come alive,” and fully utilizing the advantages of new media publicity, allowing rule of law elements to shine together with new forms. Currently, the center hasproduced 57 rule of law micro-plays covering legal publicity, disciplinary inspection and supervision, scientific knowledge, grassroots governance, and laws and regulations. The total number of clicks on these legal publicity products has exceeded 120 million.
Local Dialect Singing and Fast-Talking, Playing the “HarmoniousTune of Ethnic Legal Publicity”
Weishan is a county with a diverse population of ethnic groups, with 25 ethnic groups distributed within its borders, mainly Han, Yi, Hui, Bai, Miao, and Lisu, six ethnic groups that have lived there for generations. How to use familiar local dialects todeliver legal knowledge to the hearts of people from all ethnic groups?
In the Archway Tower Square of Weishan Ancient City, “rule of law performances” often take place. Local ethnic art troupes performed dances like “Bai Ethnic Group’s Overlord Whip” and “Pingdiao,” incorporating rule of law elementsinto traditional culture, using easy-to-understand language and lively forms to convey legal knowledge to the public, making legal publicity more engaging.
Li Wen, secretary of the Weishan County Party Committee’s Political and Legal Affairs Committee, introduced that in recent years, Weishan County has adhered to the rule of lawas a guide, actively explored new models for rule of law construction in ethnic areas, carried out themed publicity activities like “Rule of Law Illuminates the Frontier,” innovated legal publicity methods, continuously improved the rule of law awareness of people in ethnic areas, and laid a solid foundation for ethnic unity and progress and the prosperousdevelopment of border areas.
