实地了解中国,而非仅读新闻:议联主席呼吁深化中非合作
中新社北京8月23日电(国璇) 日前,中国全国人大加入各国议会联盟40周年纪念活动暨第六次发展中国家议员研讨班在北京举行。各国议会联盟(简称“议联”)主席图利娅·阿克松在接受中新社记者采访时强调,中国取得了举世瞩目的发展成就,走近今日的中国、实地了解中国很有必要,而不只是阅读新闻。
阿克松对中国的了解首先来自人。她在参观中国共产党历史展览馆时,对中国共产党百年历史的不同发展阶段有了更深入的了解。“经历了战争后,中国人民在和平年代为经济发展而努力奋斗。这离不开中国人的韧性。”
阿克松还参访了北京市朝阳区南磨房乡立法联络站,实地观摩中国的基层民主实践。“基层立法联系点收集民众的意见建议,逐级向上传递,最终传达给国家层面的立法者。中国人口众多,全过程人民民主让基层民众的声音被听见。”
阿克松认为,民主具有多样性,并非只有一种模式。“就像鞋子,适合我穿的型号未必适合其他人。”如果一种民主制度能促进社会发展、提高民众的生活水平,那它就是适合本国国情、管用的民主。
阿克松也是坦桑尼亚国民议会议长。1971年,中国重返联合国,坦桑尼亚是广大投赞成票的非洲国家之一。今年也是两国建交60周年。阿克松表示,中国援建、1976年通车的坦赞铁路始终被当地民众铭记于心。基础设施建设之外,坦中合作在农业、教育和医疗等各领域同样硕果累累,促进了坦桑尼亚当地经济社会发展。
“两国关系始终亲密友好,也将拥有更加光明的未来。”阿克松表示,中国倡导大小国家一律平等,“坦中关系建立在平等互信的基础上”。
阿克松认为,坦中关系也是非中团结合作的典范。2024年中非合作论坛峰会将于9月4日至6日在北京举行。谈及对峰会的期待,她说,非洲和中国在农业现代化、绿色能源和数字合作等方面大有可为,中国的资金、技术和人才将助力非洲一体化和现代化建设。
“我们都是兄弟姐妹,非洲国家希望深入学习中国的经验。我相信峰会将是非中携手应对全球挑战、促进共同繁荣的重要平台。”阿克松说。(完)

BEIJING, Aug.23 (Xinhua) – The Inter-Parliamentary Union (IPU) President, Tulia Ackson, emphasized the importance of firsthand experience in understanding China’s remarkable development, urging for deeper China-Africa cooperation during a recent event in Beijing.
Speaking to Xinhua, Ackson highlighted that reading news alone isinsufficient to grasp the full scope of China’s progress. “It is essential to visit China, to see it for yourself,” she said.
Ackson’s understanding of China began with its people. Her visit to the China CommunistParty History Exhibition Hall provided deeper insights into the Party’s evolution over the past century. “After enduring war, the Chinese people have dedicated themselves to economic development in peacetime. This is a testament to their resilience,” she observed.
Furthering her understanding, Ackson visited the Legislative Liaison Station in Nanmo Fang Township, Chaoyang District, Beijing, witnessing firsthand China’s grassroots democratic practices. “These liaison points collect public opinions and suggestions, which are then relayed upwards, ultimately reaching national-level legislators. With its vast population, China’swhole-process people’s democracy ensures that the voices of ordinary citizens are heard,” she explained.
Ackson emphasized the diversity of democracy, rejecting the notion of a single model. “Just like shoes, what fits one person may not fit another,” she said. “If a democratic system promotes social development and improvespeople’s lives, then it is a system that suits the country’s circumstances and works.”
As Speaker of the National Assembly of Tanzania, Ackson holds a deep connection with China. Tanzania was among the numerous African nations that voted in favor of China’s return to the United Nations in 1971. This year also marks the 60th anniversary of diplomatic relations between the two countries. Ackson expressed the enduring gratitude of Tanzanian people for the Tanzania-Zambia Railway, built with Chinese assistance and inaugurated in 1976. Beyond infrastructure, Tanzania-China cooperation has yielded fruitful results in agriculture,education, healthcare, and other sectors, contributing to the country’s socio-economic progress.
“Our bilateral relations have always been close and friendly, and they will have an even brighter future,” Ackson said, highlighting China’s commitment to equality among nations. “The Tanzania-China relationship is built on afoundation of mutual trust and equality.”
Ackson believes the Tanzania-China relationship serves as a model for broader Africa-China solidarity and cooperation. The 2024 Forum on China-Africa Cooperation (FOCAC) is scheduled to take place in Beijing from September 4th to 6th. Lookingahead to the summit, Ackson expressed optimism about the potential for collaboration in areas such as agricultural modernization, green energy, and digital cooperation. “China’s capital, technology, and talent will contribute to African integration and modernization,” she said.
“We are all brothers and sisters. African countries are eager to learnfrom China’s experience. I am confident that the FOCAC will be a crucial platform for Africa and China to jointly address global challenges and promote shared prosperity,” Ackson concluded.
