韩华城电池厂火灾事故调查结果出炉:企业违规操作致23人死亡

韩联社华城8月23日电 据韩国相关部门对酿成23人身亡的京畿道华城市一次电池制造商ARICELL火灾事故进行调查的结果,ARICELL自2021年开始向军方供货以来,就一直用替换试料的伎俩蒙混质检,最终导致安全事故发生。

调查显示,ARICELL为了获取军方订单,长期以来采用欺骗手段,用另行制作的电池替换用于质检的试料,并伪造数据欺骗国防技术品质院。这种违规操作从2021年12月持续至今年2月,ARICELL通过这种方式向军方提供了价值47亿韩元(约合人民币2506万元)的货品。直到今年4月,ARICELL的产品首次被判定为不合格,其欺骗行为才被揭露。

The investigation found that ARICELL had been using a different set of batteries for quality inspections than the ones they were supplying to the military, in order to secure military contracts. They also falsified data to deceive the Defense AcquisitionProgram Administration (DAPA). This illegal operation continued from December 2021 to February 2023, with ARICELL supplying the military with goods worth 4.7 billion won (approximately 25.06 million yuan). The company’s deception was only exposed in April2023 when their products failed a quality inspection for the first time.

To compensate for the loss caused by the failed inspection, ARICELL began operating at an overloaded production rate in May 2023, doubling its daily output to 5,000 batteries. To meet this production demand, ARICELL hired 53 workers from staffing agencies, but these workers were not adequately trained and were put directly into the main manufacturing process, resulting in a significant increase in product defects.

Despite this, ARICELL continued production in an abnormal manner. Two days before the fire, on June 22, a battery exploded after being injected with electrolyte, causing a fire. However, the company did not stop production or take any special measures. Ultimately, on June 24, a major fire erupted at the battery plant, resulting in 23 deaths.

The investigation also revealed serious safety issues with ARICELL’s evacuation procedures. Emergency exits and other safety evacuation measures were inadequate, workers had not received emergency training, and they failed to evacuate promptly after the battery explosion, missing the crucial “37-second golden time” after the initial explosion, ultimately leading to the tragedy.

In response to ARICELL’s illegal activities, the ARICELL Fire Accident Investigation Headquarters established by the Gyeonggi Southern Provincial Police Agency and the Gyeonggi Branch of the Ministry of Employment and Labor have applied for pre-arrest warrants for four executives, including Park Soon-gwan, the CEO of ARICELL’s parent company,S-Connect, and his son, on charges of violating the Industrial Safety and Health Act, negligence causing death and injury, etc. Park Soon-gwan is also facing charges of violating the Major Disaster Punishment Act.

This incident once again exposes the serious problems with safety production and quality management in South Korean companies,raising concerns about corporate responsibility and government oversight.
