##中国警方成功从泰国引渡特大经济犯罪嫌疑人，彰显中泰执法合作新高度
**中新网8月23日电** 据公安部网站消息，8月20日晚，在国内有关部门、我驻泰国使馆和泰国执法部门的大力协助下，公安部“猎狐行动”工作组将涉嫌组织、领导传销活动罪的特大经济犯罪嫌疑人张某某从泰国成功引渡回国。此案系1999年中泰引渡条约生效后，中国从泰国引渡的首名经济犯罪嫌疑人，标志着中泰两国在打击跨国经济犯罪方面的合作迈上了新台阶。
据了解，以张某某为首的MBI集团自2012年起，以发行虚拟数字货币为幌子，以高额返利为诱饵，吸引大量人员加入，并要求其缴纳700元至24.5万元人民币不等的费用，以发展会员数量、投入资金数量作为计酬方式或返利依据，实施网络传销违法犯罪活动。该集团共发展会员一千余万人次，涉案资金超一千亿元人民币，对社会经济秩序造成严重破坏。
2020年11月，重庆市公安局依法对张某某立案侦查；2021年3月，国际刑警组织中国国家中心局对其发布红色通报。2022年7月21日，泰国警方将张某某抓获。随后，中方依据双边引渡条约向泰方提出引渡请求。今年5月21日，泰国上诉法院终审裁决将张某某引渡中国，8月14日，泰国政府作出行政决定，支持法院上述终审裁决。
公安部“猎狐行动”办公室有关负责人表示，张某某的成功引渡，彰显了中国政府维护公民权益、捍卫法律尊严的坚定决心和意志，是中泰执法司法合作的重大成果，对巩固深化中泰两国执法司法合作具有里程碑式的意义，也将对今后中国和其他国家引渡合作起到积极示范作用。

**BEIJING, August 23 (Xinhua)** – The Ministry of Public Security of China announced on its website that on the evening ofAugust 20, with the strong assistance of relevant domestic departments, the Chinese Embassy in Thailand, and Thai law enforcement agencies, the “Fox Hunt” workinggroup of the Ministry of Public Security successfully extradited Zhang, a major economic crime suspect accused of organizing and leading pyramid schemes, back to China from Thailand. This case marks the first time China has extradited an economic crime suspect from Thailand sincethe entry into force of the China-Thailand extradition treaty in 1999, signifying a new milestone in cooperation between the two countries in combating transnational economic crimes.
According to reports, the MBI Group, headed by Zhang,has been engaging in illegal pyramid scheme activities since 2012 under the guise of issuing virtual digital currencies and offering high returns. It attracted a large number of individuals to join, requiring them to pay fees ranging from 700 yuan to 245,000 yuan, using the number ofmembers and the amount of funds invested as the basis for remuneration or rebates. The group has developed over 10 million members, involving over 100 billion yuan in funds, causing severe damage to the social and economic order.
In November 2020, the Chongqing Municipal Public Security Bureau launchedan investigation into Zhang’s case. In March 2021, the International Criminal Police Organization (INTERPOL) China National Central Bureau issued a red notice for him. On July 21, 2022, Thai police apprehended Zhang. Subsequently, China submitted an extradition request to Thailand based onthe bilateral extradition treaty. On May 21 this year, the Thai Court of Appeal ruled in favor of extraditing Zhang to China. On August 14, the Thai government made an administrative decision to support the court’s final ruling.
An official from the “Fox Hunt” office of the Ministryof Public Security stated that the successful extradition of Zhang demonstrates the Chinese government’s firm determination and will to uphold citizens’ rights and defend the dignity of the law.
