##向“新”向“绿” 消费市场持续焕发生机活力
近年来,随着“双碳”目标的提出和绿色发展理念的深入人心,国内绿色消费市场持续焕发活力。从汽车、家电“以旧换新”到发放促消费优惠券,再到绿色家电下乡,一系列政策支持正推动着绿色消费成为新的消费趋势。
近日印发的《关于加快经济社会发展全面绿色转型的意见》首次对“绿色消费”进行了系统部署,明确提出要优化政府采购政策,拓展绿色产品采购范围和规模;支持有条件的地区通过发放消费券、绿色积分等途径,鼓励企业采取“以旧换新”等方式,引导消费者购买绿色产品;鼓励用户扩大绿色能源消费等。
各地政府也纷纷拿出真金白银,促进消费市场扩容提质。河南郑州提升汽车“以旧换新”补贴标准,购买新能源乘用车补2万元、购买燃油乘用车补1.5万元,激发消费者更新换代汽车的积极性;重庆璧山则通过政府补贴和企业同步叠加价格让利、现金补贴、售后服务抵扣券等优惠活动,在全区范围内开展汽车、家电“以旧换新”和家装厨卫“焕新”,促进市民消费提质升级。山东“夏日消费季”也通过提高汽车报废更新补贴标准,家电“以旧换新”扩大补贴范围、提高标准,推出乘用车置换更新、家装厨卫“焕新”、电动自行车以旧换新等政策,统一兑付标准,缩短消费者从提出申请到拿到补贴的时间,让消费“热”起来。
“‘以旧换新’不单是换新一件产品,也是更换一种生活方式。”业内专家表示,低碳生活可以由“以旧换新”这样的惠民行动传递至千家万户,将绿色环保的生活方式付诸行动。
除了“以旧换新”等政策措施,绿色消费的另一重要推动力在于碳足迹的核查和标识。此前发布的《关于进一步强化碳达峰碳中和标准计量体系建设行动方案(2024—2025年)的通知》提到,加强产品碳足迹碳标识标准建设。
目前,上海已经开始在部分出口欧盟的机电产品上印制绿色的“小脚印”,消费者可以通过手机扫描二维码查看产品的碳足迹信息;山西太原则对“鱼菜混养”基地进行实时监测,实现碳足迹监测与管理,助力基地碳减排,提高农作物产量;贵州乳业也正在向“链”的方向纵深推进降碳,通过“精准测算标碳—饲喂源头减碳—养殖过程降碳—粪污处理固碳—种养结合消碳”的循环方式,实现牧场变废为宝,促进农业的可持续发展。
绿水青山就是金山银山,我国正以经济的“含绿量”提升发展的“含金量”,推动绿色低碳发展不断取得新进展。《意见》提出系列目标:到2030年,节能环保产业规模达到15万亿元左右;非化石能源消费比重提高到25%左右;营运交通工具单位换算周转量碳排放强度比2020年下降9.5%左右;大宗固体废弃物年利用量达到45亿吨左右。
“绿色发展是高质量发展的底色,推动经济社会发展绿色化、低碳化是实现经济社会高质量发展的关键环节。”业内专家建议,为进一步推动绿色低碳转型,加快形成绿色消费的市场机制,需要进一步加强政策引导,完善绿色消费标准体系,鼓励企业创新绿色产品,引导消费者树立绿色消费理念,共同构建绿色低碳的消费模式,为经济社会发展注入新的活力。

The “Opinions” sets out a series of goals: by 2030, the scale of the energy conservation and environmental protection industry will reach around 15 trillion yuan; the proportion of non-fossil energy consumption will increase to around 25%; thecarbon emission intensity per unit of transport turnover of operating transport vehicles will decrease by around 9.5% compared to 2020; and the annual utilization rate of bulk solid waste will reach around 4.5 billion tons.
“Green development is the underlying color of high-quality development, and promotingthe greening and decarbonization of economic and social development is a key link in achieving high-quality economic and social development,” said an industry expert.
