##广东5条河流6个站点超警,韩江发生今年第6号洪水,水利部门启动应急响应

**中新网广州8月21日电**(记者 王坚)受连日强降雨影响,广东省多地出现洪涝灾害。广东省水利厅21日晚通报称,自8月20日8时至21日8时,全省共有5条河流、6个站点出现超警洪水,其中,韩江于20日16时发生2024年第6号洪水。

为应对强降雨和洪水防御,广东省水利厅于20日20时将水利防汛四级应急响应提升为三级响应。同时,派出4个工作组在梅州市督导防汛工作,重点督导检查水利工程巡查防守、水工程调度等防御工作。

针对韩江6号洪水,广东省水利厅及时组织调度专班,分析研判韩江洪水发展态势,制定水工程调度方案。洪水来临前,组织韩江流域高陂、双溪、长潭等防洪骨干水库预泄腾库,做好迎洪错峰准备。截至20日17时,韩江流域骨干水库累计腾空库容1.29亿立方米。

洪水期间,水利部门协调水利部珠江水利委员会调度棉花滩水库拦洪削峰错峰,共拦蓄洪水0.8亿立方米,控制下泄流量从1200立方米每秒减小至700立方米每秒,精准错开汀江洪水与漳溪河洪水,避免了茶阳镇洪水上街。同时,组织调度高陂水利枢纽按照不超过4800立方米每秒的安全流量控泄,削减洪峰流量900立方米每秒,共拦蓄洪水0.55亿立方米,实现了下游高陂镇不受淹调度目标。经调度,梅州市大埔县的韩江三河坝(三)站于20日23时30分出现42.77米的洪峰水位,于21日6时退至警戒水位以下。

针对山洪灾害防御,广东省水利厅及时发布预警信息,紧盯基层末梢,严格落实直达基层责任人的临灾预警“叫应”机制。

自应急响应启动以来,全省水利系统加密监测预警、滚动预报和会商研判,各地强化响应联动,梅州市维持水利防汛Ⅲ级应急响应,广州、河源、汕尾、惠州、湛江、潮州、肇庆、清远等市维持水利防汛Ⅳ级应急响应。

广东省水利厅表示,接下来,将督促指导加强水工程巡查防守和科学调度,紧盯山洪灾害、中小河流洪水等风险,同时在确保防洪安全的基础上,充分利用雨洪资源蓄水保水,为今冬明春保供水提供保障。

**Guangzhou, August 21 (Xinhua)** – Due to continuous heavy rainfall, multiple areas in Guangdong province have experienced flooding. The Guangdong Provincial Water Resources Department reportedon the evening of August 21 that from 8:00 am on August 20 to 8:00 am on August 21, a total of 6 stations on 5 rivers across the province hadexceeded alert levels. Among them, the Han River experienced its 6th flood of 2024 at 4:00 pm on August 20.

To respond to the heavy rainfall and flood defense, the GuangdongProvincial Water Resources Department upgraded its flood control emergency response from Level 4 to Level 3 at 8:00 pm on August 20. Simultaneously, four working groups were dispatched to Meizhou City to supervise flood control work, focusing on inspecting the patrol and defense of water conservancy projects, water engineering scheduling, and other defense measures.

In response to the 6th flood on the Han River, the Guangdong Provincial Water Resources Department promptly organized a dedicated scheduling team to analyze and assess the flood development trend of the Han River and formulate water engineering scheduling plans. Before the arrival of the flood, the department organized the pre-release of water from key flood control reservoirs in the Han River basin, including Gaobei, Shuangxi, and Changtan, to prepare for flood control and peak shifting. As of 5:00 pm on August 20, the key reservoirs in the Han River basin had released a total of 129 million cubic meters of water.

During the flood, the water resources department coordinated with the Pearl River Water Conservancy Commission of the Ministry of Water Resources to schedule the Cotton Beach Reservoir to intercept and reduce flood peaks, a total of 80 million cubic meters of floodwater was intercepted. The downstream discharge was reducedfrom 1200 cubic meters per second to 700 cubic meters per second, precisely avoiding the overlap of the Tingjiang River flood and the Zhangxi River flood, preventing flooding in Chayang Town. At the same time, the department organized the scheduling of the Gaobei Water Conservancy Hub to control thedischarge at a safe flow rate not exceeding 4800 cubic meters per second, reducing the flood peak flow by 900 cubic meters per second, intercepting a total of 55 million cubic meters of floodwater, achieving the scheduling goal of preventing flooding in Gaobei Town downstream. After scheduling,the Han River Sanheba (3) Station in Dapu County, Meizhou City, experienced a flood peak water level of 42.77 meters at 11:30 pm on August 20 and receded below the alert level at 6:00 am on August 21.

In response to the defense against mountain torrents, the Guangdong Provincial Water Resources Department promptly issued warning information, focusing on the grassroots level, strictly implementing the “call-response” mechanism for disaster warning that directly reaches grassroots personnel.

Since the activation of the emergency response, the provincial water resources system has intensified monitoring, early warning, rolling forecasting, and joint analysis and assessment. Local areas have strengthened response coordination. Meizhou City maintains a Level 3 flood control emergency response, while Guangzhou, Heyuan, Shanwei, Huizhou, Zhanjiang, Chaozhou, Zhaoqing, and Qingyuan cities maintain a Level 4flood control emergency response.

The Guangdong Provincial Water Resources Department stated that it will continue to supervise and guide the strengthening of patrol and defense of water conservancy projects and scientific scheduling, closely monitor risks such as mountain torrents and floods on small and medium-sized rivers. At the same time, while ensuring flood safety, thedepartment will fully utilize rainwater resources to store and conserve water, providing a guarantee for water supply in the coming winter and spring.
