##宁夏加力推动大规模设备更新和消费品以旧换新,释放消费潜力
**中新网银川8月21日电** (记者 于晶) 宁夏回族自治区发展和改革委员会、财政厅近日联合印发《宁夏回族自治区关于贯彻落实〈加力支持大规模设备更新和消费品以旧换新的若干措施〉实施方案》,旨在通过推动大规模设备更新和消费品以旧换新,释放消费潜力,促进经济增长。
根据《实施方案》,宁夏将重点推动以下几个方面的更新和置换:
**一、设备更新:**
* **工业、环境基础设施、交通物流、教育、文旅、医疗等领域设备更新:** 扩大设备更新范围,涵盖能源电力、老旧电梯等领域,并推动重点行业节能降碳和安全改造。
* **老旧营运船舶、货车报废更新:** 支持内河客船10年以上、货船15年以上老旧船舶报废更新,以及报废国三及以下排放标准营运类柴油货车,加快更新为低排放货车。
* **新能源公交车及动力电池更新:** 更新车龄8年及以上的新能源公交车及动力电池,平均每辆车补贴6万元。
**二、消费品以旧换新:**
* **扩大支持范围:** 将个人消费者乘用车置换更新、电动自行车以旧换新、旧房装修、厨卫等局部改造、居家适老化改造所用物品和材料购置以及智能家居消费纳入补贴支持范围。
**三、金融支持:**
* **财政贴息:** 对符合条件的经营主体的银行贷款本金,按照1.5个百分点进行贴息,贴息期限2年。
宁夏发改委相关负责人表示,设备更新蕴藏着巨大的市场潜力,此次扩大设备更新范围,将进一步释放投资消费潜力。同时,扩大消费品以旧换新支持范围,将有效激活消费引擎,促进消费能力提升。
预计到2024年底,宁夏将带动报废更新汽车7700辆以上、个人消费者乘用车置换更新1.5万辆以上、家电以旧换新12.3万台(套)以上,家装、厨卫、居家适老化改造等销售额达到17亿元以上。此外,报废更新老旧营运货车、老旧农业机械分别达到1240辆以上和800台(套)以上,推动更新新能源公交车90辆以上,更换老旧新能源城市公交车动力电池380辆以上。
宁夏此举将为促进消费升级、推动绿色发展、助力经济高质量发展起到积极作用。

**Yinchuan, Aug. 21 (Xinhua)** – The Development and Reform Commission and the Finance Department of the Ningxia HuiAutonomous Region have jointly issued an “Implementation Plan for Supporting Large-Scale Equipment Upgrades and Consumer Goods Trade-Ins,” aiming to stimulate consumption and promote economic growth throughthese initiatives.
The plan outlines key areas of focus for upgrades and replacements:
**I. Equipment Upgrades:**
* **Upgrades in industrial, environmental infrastructure, transportation logistics, education, culture and tourism, and healthcare sectors:** Expanding thescope of equipment upgrades to include energy, power, and outdated elevators, while promoting energy efficiency, carbon reduction, and safety upgrades in key industries.
* **Scrapping and upgrading of aging commercial vessels and trucks:** Supporting the scrapping andupgrading of inland passenger vessels over 10 years old and cargo vessels over 15 years old, as well as the scrapping of diesel trucks meeting national emission standards III or lower, accelerating the transition to low-emission trucks.
* **Renewal of new energy buses and power batteries:** Replacing new energy buses andpower batteries that are 8 years old or older, with an average subsidy of 60,000 yuan per vehicle.
**II. Consumer Goods Trade-Ins:**
* **Expanding support scope:** Including the replacement of personal consumer vehicles, trade-ins of electric bicycles, renovation of old houses,partial renovation of kitchens and bathrooms, purchase of goods and materials for home aging-in-place renovation, and smart home consumption within the scope of subsidy support.
**III. Financial Support:**
* **Fiscal interest subsidies:** Providing interest subsidies of 1.5 percentage points on the principal of bank loans for eligiblebusinesses, with a subsidy period of two years.
A relevant official from the Ningxia Development and Reform Commission stated that equipment upgrades hold immense market potential. Expanding the scope of equipment upgrades will further unleash investment and consumption potential. Meanwhile, expanding the support scope for consumer goods trade-ins will effectively activate the consumption engine andpromote the enhancement of consumption capacity.
By the end of 2024, Ningxia is expected to facilitate the scrapping and upgrading of over 7,700 vehicles, the replacement of over 15,000 personal consumer vehicles, the trade-in of over 123,000 home appliances, and home decoration, kitchen and bathroom, and home aging-in-place renovation sales exceeding 1.7 billion yuan. Additionally, the scrapping and upgrading of aging commercial trucks and aging agricultural machinery will reach over 1,240 and 800 units respectively,while promoting the renewal of over 90 new energy buses and the replacement of over 380 old new energy city bus power batteries.
These measures will play a positive role in promoting consumption upgrades, driving green development, and contributing to high-quality economic growth in Ningxia.
