##“银发经济”观察:如何快乐优雅地老去?
随着中国老龄化程度的不断加深,多重养老挑战日益凸显,如何“快乐优雅地老去”已成为广大民众普遍关心的热点话题。近日,复旦大学老龄研究院副院长、教授,中国社会福利与养老服务协会会长吴玉韶在杭州举行的中华慈孝养老高端对话上表示,老龄化是不可逆转的大趋势,它带来的不只是人口统计数据的变化,更是整个经济社会发展重塑性的转变。
党的二十届三中全会提出“发展银发经济,创造适合老年人的多样化、个性化就业岗位”,这表明发展银发经济是积极应对人口老龄化的客观要求。吴玉韶指出,未来大部分产业将因老龄社会而被迫进行转型和细分,呈现经济“银发化”现象,这其中蕴含着无限的商机和潜能。例如心理关爱、健康管理、康复护理、临终关怀等领域都将迎来新的发展机遇。
在这一转型与探索的过程中,如何将传统文化与现代养老理念相融合,成了一个值得深思的问题。北京师范大学中国公益研究院理事长、创始院长,民政部原社会福利和慈善事业促进司司长王振耀认为,孝慈文化是中国养老服务的重要社会支柱,也是现实的重要支柱。在探索中国式养老服务业发展之路时,需要在养老服务领域探索家与国的平衡点,将孝慈文化与养老服务的供给紧密结合起来。
王振耀呼吁发现身边存在的“积极老龄社会”,建立起支持家庭养老的政策机制,并积极探索家国一体的服务机制,以实现养老服务的全面优化与发展。他还鼓励建立起支持个体学习的系统,特别是老年人也需要重新系统学习,重新读书与思考,打造融入社区、参与社会共创的新生态。
如今,“快乐养老”正成为慈孝文化新内涵。不少老年人用自己的行动证明了年龄并不是追求梦想的障碍,只要心怀热爱和坚持,就能在生活中找到属于自己的快乐和满足。全国台企联常务副会长兼妇女工委会主委、大健康工委会副主委,台湾中华两岸康养协会理事长李泓兰表示,在“快乐健康且有尊严地老去”的过程中,完整的医疗服务和连续性的医养结合服务不能缺。她认为,老龄友善社区的营造是让老年人有尊严、快乐地老去的关键。

The 20th National Congress of the Communist Party of China’s third plenary session proposed “developing the silver hair economy and creating diverse and personalized employment opportunities suitable for theelderly.” This indicates that developing the silver hair economy is an objective requirement for actively responding to population aging. Wu Yushou pointed out that in the future, most industries will be forced to transform and subdivide due to the aging society, presenting a phenomenon of economic “silver hair.” This holds immense business opportunities and potential. For example, fields such as psychological care, health management, rehabilitation nursing, and end-of-life care will all see new development opportunities.
In this process of transformation and exploration, how to integrate traditional culture with modern elderly care concepts has become a question worth pondering. Wang Zhenyao, President and Founding Deanof the Beijing Normal University China Public Welfare Research Institute, and former Director of the Social Welfare and Charity Promotion Department of the Ministry of Civil Affairs, believes that filial piety culture is an important social pillar for China’s elderly care services and a crucial pillar in reality. When exploring the development path of China’s elderly careservice industry, it is necessary to explore the balance between family and country in the field of elderly care services, closely integrating filial piety culture with the supply of elderly care services.
Wang Zhenyao called for the discovery of the existing “active aging society,” the establishment of policy mechanisms to support family care, and the activeexploration of integrated family and national service mechanisms to achieve comprehensive optimization and development of elderly care services. He also encouraged the establishment of systems to support individual learning, especially for the elderly, who also need to re-learn systematically, re-read and think, and create a new ecosystem of integrating into the community and participating insocial co-creation.
