##完善交通气象行业管理,三部门印发集成式交通气象监测仪技术规范

近日,中国气象局联合公安部、交通运输部编制的《集成式交通气象监测仪技术要求》和《集成式交通气象监测仪测试大纲》正式印发,标志着中国气象局在统筹交通气象行业管理方面迈出坚实一步。
近年来,恶劣天气造成的交通事故频发,对人民群众生命财产安全造成严重威胁。据统计,目前我国恶劣天气造成的交通事故占比超20%,其中高速公路阻断占40%,阻断事件年均发生2万多起。
为了有效应对恶劣天气带来的交通安全风险,提升交通气象服务水平,我国交通气象监测能力建设迫在眉睫。然而,现阶段我国专业交通观测站分布不均,对浓雾、团雾和道路结冰等高影响天气监测能力不足,无法满足需求。
“其中很大原因是交通气象监测设备布设严重不足,急需增加站点数量和密度。”中国气象局综合观测司司长方翔介绍。
此外,传统的交通气象监测设备存在种类繁杂、质量参差不齐、安装复杂等突出问题,而且价格偏高,难以在全国推广布设。
为了解决这些问题,此次印发的《技术要求》和《测试大纲》对集成式交通气象监测仪提出了明确的技术规范,要求设备具备多要素传感器集成、数据采样处理上传、低成本制造布设维护等特点。
“集成式交通气象监测仪与以往传统交通气象站的最大不同是集成化,要求设备既能够满足公路交通工程建设技术要求和规范标准,又要实现多要素传感器及相关电气部件的高度集成,内部各个传感器组件能够直接连接到一个微控制单元上,实现数据的采样、处理和上传。同时,制造、布设和维护成本也大幅降低。”交通运输部路网中心副研究员尹曦辉介绍。
值得一提的是,集成式交通气象监测仪从核心主控部件到各个传感器均实现了国产化制造,在集成式交通气象设备领域实现自主决策、自主创新和自主发展。
“这两部规范性文件的出台恰逢其时,小型化、精细化、规范化、高性价比的集成式交通气象监测设备不仅有利于交通气象设备产业升级,还为后续全国范围内开展恶劣天气高影响路段优化提升工作奠定了基础。”公安部道路交通安全研究中心副主任王晓东表示。
未来,随着集成式交通气象监测仪的推广应用,我国交通气象监测能力将得到显著提升,为精准、及时、有效的交通气象服务保障提供有力支撑,有效降低恶劣天气造成的交通事故风险,保障人民群众出行安全。

Recently, the China Meteorological Administration (CMA), in collaboration with the Ministry of Public Security and the Ministry of Transport, officially issued the “Technical Requirements for Integrated Traffic Weather Monitoring Instruments” and the “Test Outline for Integrated Traffic Weather Monitoring Instruments.” This marks a significant step forward for the CMA in coordinating the management of the traffic weather industry.
In recent years, traffic accidents caused by severe weather have become increasingly frequent, posing a serious threat to the safety of people’s livesand property. Statistics show that over 20% of traffic accidents in China are caused by adverse weather conditions, with highway blockages accounting for 40%. An average of over 20,000 blockage incidents occur annually.
To effectively address the traffic safety risks posed by severe weather and enhance trafficweather services, the development of traffic weather monitoring capabilities in China is urgently needed. However, at present, the distribution of professional traffic observation stations in China is uneven, and the monitoring capacity for high-impact weather events such as dense fog, patchy fog, and road icing is insufficient to meet the demand.
“Amajor reason for this is the severe shortage in the deployment of traffic weather monitoring equipment, making it crucial to increase the number and density of stations,” said Fang Xiang, Director of the Comprehensive Observation Department of the CMA.
Furthermore, traditional traffic weather monitoring equipment suffers from issues such as a wide variety of types, inconsistent quality, complex installation, and high prices, making it difficult to deploy on a nationwide scale.
To address these challenges, the recently issued “Technical Requirements” and “Test Outline” set forth clear technical specifications for integrated traffic weather monitoring instruments, requiring the equipment to feature integrated multi-element sensors, data sampling, processing,and uploading, as well as low-cost manufacturing, deployment, and maintenance.
“The key difference between integrated traffic weather monitoring instruments and traditional traffic weather stations is their integration,” explained Yin Xihu, Deputy Researcher at the Road Network Center of the Ministry of Transport. “The equipment must meet the technical requirements and standardsof highway traffic engineering construction while achieving high integration of multi-element sensors and related electrical components. The internal sensor components should be directly connected to a microcontroller unit for data sampling, processing, and uploading. At the same time, manufacturing, deployment, and maintenance costs are significantly reduced.”
It is worth noting that integrated trafficweather monitoring instruments, from the core control unit to each sensor, have achieved domestic manufacturing, enabling independent decision-making, innovation, and development in the field of integrated traffic weather equipment.
“The release of these two normative documents is timely,” said Wang Xiaodong, Deputy Director of the Road Traffic Safety Research Centerof the Ministry of Public Security. “Miniaturized, refined, standardized, and cost-effective integrated traffic weather monitoring equipment will not only facilitate the upgrading of the traffic weather equipment industry but also lay the foundation for future optimization and improvement work on high-impact road sections affected by severe weather nationwide.”
In the future, with the widespread application of integrated traffic weather monitoring instruments, China’s traffic weather monitoring capabilities will be significantly enhanced, providing strong support for accurate, timely, and effective traffic weather services. This will effectively reduce the risk of traffic accidents caused by severe weather and ensure the safety of people’s travel.
