##中国官方发文 促城市老旧新能源公交车更换电池,补贴政策助力绿色出行

此次公告的发布,标志着中国政府进一步推动城市公交电动化进程,加速淘汰老旧新能源公交车,促进绿色出行。公告明确了用于更换的动力电池性能、更换动力电池后的整车性能应满足的强制性国家标准要求,并强调更换产生的废旧动力电池应移交给回收服务网点等渠道,相关主体应按有关规定上传溯源信息,确保电池更换过程安全环保。

值得注意的是,为鼓励城市公交企业更新新能源城市公交车及更换动力电池,交通运输部、财政部在今年7月底联合印发了《新能源城市公交车及动力电池更新补贴实施细则》,明确对城市公交企业更新新能源城市公交车及更换动力电池,给予定额补贴。其中,对更新新能源城市公交车的,每辆车平均补贴8万元人民币;对更换动力电池的,每辆车补贴4.2万元人民币。

这一补贴政策的出台,将有效降低城市公交企业更新车辆和更换电池的成本,鼓励其积极参与到新能源公交车更新换代行动中,加速淘汰老旧车辆,提升城市公交整体服务水平。

今年3月国务院出台的《推动大规模设备更新和消费品以旧换新行动方案》要求,持续推进城市公交车电动化替代,支持老旧新能源公交车和动力电池更新换代。此次公告的发布,是贯彻落实该方案的重要举措,将进一步推动城市公交车电动化进程,促进城市绿色发展,为民众提供更加安全、便捷、舒适的出行体验。

**BEIJING, August 20 (Xinhua)** – Eight Chinesegovernment departments, including the Ministry of Industry and Information Technology, issued a notice on August 20th, aiming to ensure the safe and orderly replacement of powerbatteries for old new energy city buses, serving the public’s safe and convenient travel. The notice states that the principle of “who claims, who is responsible; who replaces, who is responsible” should be followed, strictly implementing the safetyresponsibility of the main body.

The issuance of this notice marks the Chinese government’s further promotion of the electrification process of urban buses, accelerating the elimination of old new energy buses and promoting green travel. The notice clarifies the mandatory national standardsfor the performance of power batteries used for replacement and the performance of the entire vehicle after replacing the power batteries, and emphasizes that the scrapped power batteries generated during the replacement should be transferred to recycling service outlets and other channels. Relevant entities should upload traceability information according to relevant regulations to ensure the safety and environmental protection of the batteryreplacement process.

It is worth noting that to encourage urban bus companies to update new energy city buses and replace power batteries, the Ministry of Transport and the Ministry of Finance jointly issued the “Implementation Rules for Subsidies for the Updating of New Energy City Buses and Power Batteries” at the end of July this year. Itclearly states that subsidies will be given to urban bus companies for updating new energy city buses and replacing power batteries. Among them, the average subsidy for updating new energy city buses is 80,000 yuan per vehicle; the subsidy for replacing power batteries is 42,000 yuan per vehicle.
