**News Content:**

**Guangzhou, August 20 (Xinhua) -** In light of the current severe flood control situation in the Pearl RiverBasin, the Pearl River Water Conservancy Commission (PRCWC) activated a Level IV emergency response for flood control in Guangdong and Fujian provinces at 5:00 PM on August 20. The PRCWC simultaneously activated a Level IVemergency response for flood defense in Guangdong and Fujian.

According to the PRCWC, since August 17, the central and eastern regions of the Pearl River Basin have experienced heavy rainfall, with cumulative rainfall reaching 70 mm inthe Dongjiang River and 87 mm in the Hanjiang River. Affected by the heavy rainfall, the Hanjiang River experienced its sixth flood of the year at 4:35 PM on August 20. As of now, the Pearl River Basin has experienced 13 numbered floods this year.

In response to the current rainfall situation, Wu Xiaolong, Executive Deputy Commander of the Pearl River Flood Control Headquarters and Director of the PRCWC, presided over a meeting on the 20th, promptly implementing the spirit and deployment requirements of the Ministry of Water Resources’ flood control meeting. The meeting conducted a rolling analysisof the flood control situation in the basin and deployed targeted defense work.

The meeting reported that over the next three days, heavy rainfall will continue in the central and eastern parts of the Pearl River Basin, with cumulative rainfall of 70 mm to 110 mm in the Dongjiang River and the Pearl RiverDelta, 80 mm to 120 mm in the Hanjiang River, and potentially exceeding 220 mm in some areas. Affected by this, the water levels in the Dongjiang River, Hanjiang River, and its tributary Tingjiang River will continue to rise, with a high risk of floodingin small and medium-sized rivers and flash floods in areas with heavy rainfall.

The meeting pointed out that the PRCWC has strictly implemented the main flood season work mechanism, closely monitoring changes in rainfall and water levels in the basin, conducting rolling and intensive meetings, strengthening forecasting and warning, and issuing work notices to theGuangdong and Fujian provincial flood control headquarters and water resources departments in advance. The PRCWC has coordinated with water resources departments in Guangdong and Fujian to pre-release water from reservoirs in the Hanjiang River, including Mianhuatan, Gaobei, Shuangxi, Penglatan, Danzhu, and Changtan, to reduce peak flows and stagger flood peaks.

Wu Xiaolong emphasized that the Pearl River Basin is still in the main flood season, with frequent heavy rainfall in local areas recently. The sixth flood of the Hanjiang River is currently developing, and the flood control situation remains severe. All departments and units must promptly implementthe deployment requirements of the Ministry of Water Resources’ meeting, continue to maintain the main flood season work status, and make every effort to ensure the safety of people’s lives and property and social stability.

**Guangdong and Fujian Provinces Have Activated Emergency Responses and Strengthened Flood Control Efforts**

Guangdong andFujian provinces have activated corresponding flood control emergency responses in accordance with the instructions of the Pearl River Flood Control Headquarters and strengthened flood control efforts.

The Guangdong Provincial Flood Control and Drought Relief Headquarters has issued a notice requiring all localities to strengthen rainfall monitoring and early warning, conduct patrols and defenses of key areas such as reservoirs, rivers, and mountains, and promptly evacuate people from dangerous areas to ensure the safety of people’s lives.

The Fujian Provincial Flood Control and Drought Relief Headquarters has also issued a notice requiring all localities to strengthen flood control work, improve early warning and forecasting, strengthen reservoir regulation, and implement defenses against flash floods toensure the safety of people’s lives and property.

**Expert Recommendations: Strengthen Flood Control Publicity and Enhance Public Awareness**

Experts suggest that with the flood season in full swing, all localities should strengthen flood control publicity, enhance public awareness of flood control, and take preventive measures.

Experts remind the public to closelymonitor weather forecasts, prepare for flood control, avoid dangerous areas, and ensure their own safety.

**Relevant departments will closely monitor changes in rainfall, promptly issue early warning information, and ensure the safety of people’s lives and property.**
