##东北江南华南等地强降雨 两部门调度部署重点地区防范应对

**中新网8月20日电**据应急管理部网站消息,8月20日,国家防总办公室、应急管理部组织气象、水利、自然资源等部门联合会商,调度部署重点地区抢险救灾、强降雨防范应对和防洪工程巡查防守等工作。

国家防总办公室主任、应急管理部副部长、水利部副部长王道席视频连线辽宁省,指导葫芦岛市重点地区应急抢险救援工作。

据气象部门预测,8月20日至21日,内蒙古东南部、吉林西南部、辽宁西部和南部、河北东北部、山东半岛、江苏东部和西南部、福建大部、江西东部和南部、广东大部、广西南部、云南南部等地部分地区有大到暴雨,其中,内蒙古东南部、辽宁西部、福建东南部、广东东南部等地部分地区有大暴雨。

会商强调,当前我国仍处于主汛期,南方、北方均有分散性强降雨,局部地区降雨具有极端性,要对防汛工作保持高度警惕,强化监测预警,落实预警“叫应”机制,按照“四个一律”和“隐患点+风险区”双控要求,提前转移受威胁人员,全力减少人员伤亡。

**针对当前防汛形势,两部门做出以下部署:**

* **做好当前防汛抢险救灾工作:**及时调派抢险救援力量,第一时间解救被困人员、搜救失联人员,尽快抢通道路和通信线路,抓紧核实受灾情况。
* **强化堤防巡查防守:**密切关注雨情汛情,充分吸取近期险情教训,落实巡查责任和技术人员,持续强化堤防巡查防守。
* **盯紧薄弱环节防范应对:**盯紧中小河流、中小水库、山洪地质灾害、城乡内涝等薄弱环节防范应对,预置救援力量,落实应急措施。

**目前,国家防总维持针对辽宁、黑龙江、广东的防汛四级应急响应。**国家防总办公室派出工作组赴辽宁协助指导抢险救援工作,前期派出的2个专家组继续在内蒙古、黑龙江协助指导巡堤排险工作。国家防灾减灾救灾委员会维持针对湖南的国家二级救灾应急响应,维持针对河南、四川的国家三级救灾应急响应和针对陕西的国家四级救灾应急响应。应急管理部继续加强对受灾地区的指导和支持,组织中国安能等专业救援力量执行工程抢险等任务。

**此次强降雨天气预计将持续至8月21日,相关部门将密切关注天气变化,及时发布预警信息,并做好各项防范应对工作,确保人民群众生命财产安全。**

**BEIJING, Aug. 20 (Xinhua)** — The State Flood Control and Drought Relief Headquarters and the Ministry of Emergency Management jointlyconvened a meeting on Aug. 20 to discuss and deploy flood control and disaster relief efforts in key areas, including emergency rescue, prevention and response to heavyrainfall, and patrol and defense of flood control projects.

Wang Daoxi, director of the State Flood Control and Drought Relief Headquarters, deputy minister of the Ministry of Emergency Management and deputy minister of the Ministry of Water Resources, held a videoconference with Liaoning Province to guide the emergency rescue work in key areas of Huludao City.

According to meteorological forecasts, from Aug. 20 to 21, parts of southeastern Inner Mongolia, southwestern Jilin, westernand southern Liaoning, northeastern Hebei, the Shandong Peninsula, eastern and southwestern Jiangsu, most of Fujian, eastern and southern Jiangxi, most of Guangdong, southern Guangxi, and southern Yunnan will experience heavy to torrential rain. Among them, parts of southeastern Inner Mongolia, western Liaoning, southeastern Fujian, and southeastern Guangdong will experience heavy torrential rain.

The meeting emphasized that China is still in the main flood season, with scattered heavy rainfall in both the south and the north. The rainfall in some areas is extreme, and high vigilance should be maintained for flood control work. Strengthen monitoring and early warning, implement the”call-response” mechanism for early warnings, and in accordance with the “four musts” and the “risk point + risk area” dual control requirements, evacuate threatened personnel in advance and make every effort to reduce casualties.
