##欧盟拟对中国电动汽车征收高额反补贴税,中方坚决反对

**中新网布鲁塞尔8月20日电** (记者 德永健) 欧盟委员会20日发布中国电动汽车反补贴调查终裁草案,显示拟对中国电动汽车征收17%至36.3%的反补贴税。此举引发中方强烈不满和坚决反对。

根据终裁草案,比亚迪将被征收17%的反补贴税,吉利汽车将被征收19.3%的反补贴税,上汽集团将被征收36.3%的反补贴税。其他未接受抽样调查但配合欧盟调查的中国车企将被征收21.3%的反补贴税,其他未配合欧盟调查的中国车企将被征收36.3%的反补贴税。

欧盟委员会声称,此举是为了保护欧盟市场免受中国电动汽车的“不公平竞争”。但中方认为,欧盟此举缺乏事实依据,是典型的贸易保护主义行为。

总部设在布鲁塞尔的欧盟中国商会20日发表声明,表示欧洲汽车业界发展和欧方报告均显示,没有充足证据表明中国新能源汽车对欧盟市场造成实质性损害。欧盟委员会对“损害威胁”的认定仅基于猜测,欧盟中国商会对这一贸易保护主义做法表示强烈不满和坚决反对。

声明强调,中国制造电动汽车的优势不是基于补贴,而是基于产业规模、整体供应链优势及市场激烈竞争。欧盟委员会不公平地利用贸易工具阻碍电动汽车自由贸易,其保护主义做法只会伤害欧洲汽车产业自身韧性,冲击公平竞争环境和欧盟绿色转型,加剧中欧贸易紧张关系,向全球合作和绿色发展发出错误信号。

中国商务部此前已多次表示,欧盟对中国电动汽车的反补贴调查缺乏事实依据,是典型的贸易保护主义行为。中方将采取一切必要措施,维护中国企业的合法权益。

业内人士指出,欧盟此举将对中欧经贸关系造成负面影响,不利于全球汽车产业的健康发展。中方希望欧盟能够理性看待中国电动汽车产业发展,停止贸易保护主义行为,共同推动全球汽车产业的绿色转型。

According to the draft ruling, BYD will be subject to a 17% anti-dumping duty, Geely Automobile will be subject to a 19.3% duty, andSAIC Motor will be subject to a 36.3% duty. Other Chinese automakers that did not participate in the sampling but cooperated with the EU investigation will be subject to a 21.3% duty, while thosethat did not cooperate will be subject to a 36.3% duty.

The European Commission claims this measure is intended to protect the EU market from “unfair competition” from Chinese electric vehicles. However, China believes that the EU’s move lacks factual basis and is a typical act of trade protectionism.

The European Chamber of Commerce in China, headquartered in Brussels, issued a statement on August 20th, stating that developments in the European automotive industry and EU reports show that there is no sufficient evidence to indicate that Chinese new energy vehicles have caused substantial harm to the EU market. The European Commission’s determinationof “threat of harm” is based solely on speculation, and the European Chamber of Commerce strongly disapproves and opposes this trade protectionist practice.

The statement emphasizes that the advantages of Chinese-made electric vehicles are not based on subsidies, but on industrial scale, overall supply chain advantages, and fierce market competition. TheEuropean Commission’s unfair use of trade tools to hinder free trade in electric vehicles, its protectionist practices will only harm the resilience of the European automotive industry, undermine a fair competitive environment and the EU’s green transition, intensify Sino-EU trade tensions, and send the wrong signal to global cooperation and green development.

China’s Ministry of Commerce has previously stated on multiple occasions that the EU’s anti-dumping investigation into Chinese electric vehicles lacks factual basis and is a typical act of trade protectionism. China will take all necessary measures to protect the legitimate rights and interests of Chinese companies.

Industry insiders point out that theEU’s move will have a negative impact on Sino-EU economic and trade relations and will be detrimental to the healthy development of the global automotive industry. China hopes that the EU will take a rational view of the development of China’s electric vehicle industry, cease trade protectionist practices, and work together to promote thegreen transformation of the global automotive industry.
