##欧盟拟对中国电动汽车征收高额反补贴税,中方坚决反对
**中新网布鲁塞尔8月20日电** (记者 德永健) 欧盟委员会20日发布中国电动汽车反补贴调查终裁草案,显示拟对中国电动汽车征收17%至36.3%的反补贴税。此举引发中方强烈不满和坚决反对。
根据终裁草案,比亚迪将被征收17%的反补贴税,吉利汽车将被征收19.3%的反补贴税,上汽集团将被征收36.3%的反补贴税。其他未接受抽样调查但配合欧盟调查的中国车企将被征收21.3%的反补贴税,其他未配合欧盟调查的中国车企将被征收36.3%的反补贴税。
欧盟委员会声称,此举是为了保护欧盟市场免受中国电动汽车的“不公平竞争”。但中方认为,欧盟此举缺乏事实依据,是典型的贸易保护主义行为。
总部设在布鲁塞尔的欧盟中国商会20日发表声明,表示欧洲汽车业界发展和欧方报告均显示,没有充足证据表明中国新能源汽车对欧盟市场造成实质性损害。欧盟委员会对“损害威胁”的认定仅基于猜测,欧盟中国商会对这一贸易保护主义做法表示强烈不满和坚决反对。
声明强调,中国制造电动汽车的优势不是基于补贴,而是基于产业规模、整体供应链优势及市场激烈竞争。欧盟委员会不公平地利用贸易工具阻碍电动汽车自由贸易,其保护主义做法只会伤害欧洲汽车产业自身韧性,冲击公平竞争环境和欧盟绿色转型,加剧中欧贸易紧张关系,向全球合作和绿色发展发出错误信号。
中国商务部此前已多次表示,欧盟对中国电动汽车的反补贴调查缺乏事实依据,是典型的贸易保护主义行为。中方将采取一切必要措施,维护中国企业的合法权益。

Industry insiders point out that theEU’s move will have a negative impact on Sino-EU economic and trade relations and will be detrimental to the healthy development of the global automotive industry.
