李豪文指出,生产经营单位内部的“报告”与“举报”虽然只有一字之差,但区别明显。报告是公开的,被企业员工所知,而举报通常是秘密的,被举报单位和举报人可能都不知情。报告是主动的,举报是被动的。报告是企业内部的“内循环”,处理快速便捷;而举报是“外循环”,需要政府部门介入,流程较长。
据统计,今年1-7月份,全国受理安全生产举报件同比增长超过五成,查实率同比增长5个百分点。但大部分举报来自社会面,企业员工举报占比很低。这说明企业员工举报本企业问题的意愿不强。
为了解决这些问题,应急管理部提出了创新措施。首先,解决企业“不愿”的问题,通过建立奖励机制,调动员工积极性,确保企业内部问题内部解决,避免被举报和处罚,保障企业安全。其次,解决员工顾虑的问题,通过奖励和荣誉,消除员工担心在企业中不好过的顾虑。最后,解决报告内容的问题,确保报告内容真实有效,及时发现和解决隐患。

According to statistics, from January to July this year, the number of safety production complaints received nationwide grew by more than 50%, and the rate of verified complaints increased by 5 percentage points. However, most complaints come from the general public, with a very low percentage from employees within the companies. This indicates that employees’ willingness to report problems within their own companies is weak.
To address these issues, the Ministry of Emergency Management proposed innovative measures.
