近日，中共中央、国务院印发《关于加快经济社会发展全面绿色转型的意见》，为中国未来绿色转型提供了发展路线图。该《意见》明确了两个阶段的绿色转型目标，旨在通过构建绿色低碳高质量发展空间格局、加快产业结构绿色低碳转型等措施，推动中国经济社会全面绿色转型。
《意见》提出，到2030年，重点领域绿色转型将取得积极进展，绿色生产方式和生活方式基本形成，主要资源利用效率进一步提升，经济社会发展全面绿色转型取得显著成效。到2035年，绿色低碳循环发展经济体系基本建立，美丽中国目标基本实现。
中国科学院科技战略咨询研究院研究员王毅表示，将经济社会发展全面纳入绿色低碳轨道需要跨学科、跨领域、跨地区的解决方案。《意见》的发布标志着经济社会发展全面绿色转型的纲领性文件已出台，下一步，要加强中央统筹，建立健全全面绿色转型协调机制，确保相关部门的绿色低碳政策发挥出“1+1>2”的作用。
北京大学副校长、碳中和研究院院长朴世龙认为，《意见》的出台具有重要现实意义，将为中国新能源和新技术的发展成熟赢得时间和空间，同时也为能源行业新型商业模式发展、体制机制改革明确了方向。
中国科学院科技战略咨询研究院副研究员苏利阳指出，中国经济社会发展正处在新旧动能转化的关键期，绿色转型将孕育新发展机遇，带来新的市场需求和空间。

BEIJING, Aug. 12 (Xinhua) — China has accelerated the drawing of a comprehensive roadmap for green transformation, according to a document issued by the Central Committee of the Communist Party of China and the State Council.
The document, entitled “Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development,” outlines two stages of green transformation goals aimed at promoting a comprehensive green transformation of China’s economy and society through measures such as building a green and low-carbon high-quality development spatial pattern and accelerating the green and low-carbon transformation of the industrial structure.
