中新网上海8月12日电 (谢梦圆 卢纪垒)随着第七届中国国际进口博览会的临近，上海黄浦江核心区日前开展了综合应急演练，旨在提高水岸协同应急反应能力和实战技能，确保重大活动期间的水岸安全。
此次演练在黄浦江十六铺3号码头前沿水域举行，模拟了第七届进博会大客流期间可能发生的紧急情况。演练包括应急响应、船舶碰撞、船舶拦截、船舶控制、船舶火灾、交通管制、落水人员搜救、伤员急救、大规模人员转移和大客流人员疏散等多个科目。
演练中，两艘未按规定报告动态的过境船舶强行闯入黄浦江核心区，其中一艘在逃逸过程中与游览船和游艇发生碰撞，导致客船船体破损进水，游艇失去动力，肇事船上多名人员跳江。此外，船舶碰撞还引发了轮渡乘客恐慌，导致电动车自燃，客舱发生火情。
黄浦区应急管理局和黄浦海事局迅速响应，组织救援队伍进行应急处置。黄浦海事局利用现场轮艇、二级电子巡航和无人机空中巡航，与黄浦区应急管理局密切配合，圆满完成了实战演练。
上海海事局副局长曹杰在演练点评中表示，此次演练是黄浦江核心区水岸联动应急保障机制的一次成功实践，体现了央地部门合作、水岸应急联动和沿岸和水上安全共治的有效性。演练提升了联动联处能力，畅通了水岸生命通道，强化了黄浦区滨江水岸多部门联动机制，提升了协同应急处置效率。
演练前，黄浦海事局与黄浦区人民政府召开了水岸联动安全保障体系领导小组首次会议，双方表示将基于《水岸联动安全保障合作备忘录》，提升协同治理效能，实现水上交通安全共享共治，共同构建安全、有序、稳定的水上交通安全环境。
通过此次演练，上海黄浦江核心区的水岸联动应急保障能力得到了进一步的提升，为即将到来的第七届中国国际进口博览会提供了有力的安全保障。

SHANGHAI, Aug. 12 (Xinhua) — With the seventh China International Import Expo (CIIE) approaching, a comprehensive emergency drill was conducted in the core area of the Huangpu River in Shanghai recently, aimed at enhancing the waterfront co-ordinated emergency response capability and practical skills to ensure waterfront security during major events.
The drill took place at the No. 3 wharf of the Hesu Qixi in the Huangpu River, simulating potential emergencies during the peak traffic period of the seventh CIIE. The exercises included emergency response, ship collisions, ship interception, ship control, ship fire, traffic control, search and rescue for drowning victims, medical treatment for injured, mass personnel transfer, and crowd evacuation.
During the drill, two unauthorized transiting ships forcefully entered the core area of the Huangpu River. One of the ships collided with a sightseeing boat and a yacht during its escape, causing damage to the hull of the passenger ship and loss of power to the yacht. Multiple personnel from the colliding ship jumped into the river. The collision also triggered panic among ferry passengers, leading to a fire in the cabin and a self-ignition of an electric vehicle.
The Huangpu District Emergency Management Bureau and the Huangpu Maritime Bureau promptly responded and organized rescue teams to handle the situation. The Huangpu Maritime Bureau utilized on-site patrol boats, secondary electronic patrol, and drone aerial patrol, working closely with the Huangpu District Emergency Management Bureau to successfully complete the practical drill.
At the post-drill review, Cao Jie, deputy director of the Shanghai Maritime Bureau, stated that the drill was a successful practice of the waterfront co-ordinated emergency preparedness mechanism in the core area of the Huangpu River, demonstrating the effectiveness of central-local department cooperation, waterfront co-ordinated emergency response, and joint governance of water and shore safety. The exercise enhanced the ability to respond in a timely manner and maintained the waterfront lifeline, strengthening the multi-departmental co-ordination mechanism in Huangpu District’s waterfront area and improving the efficiency of coordinated emergency responses.
Prior to the drill, the Huangpu Maritime Bureau and the Huangpu District Government held the first meeting of the Waterfront Co-ordinated Safety Guarantee System Steering Committee. Both parties expressed their intention to enhance co-ordinated governance efficiency based on the “Co-ordinated Safety Guarantee Cooperation Memorandum,” realizing the sharing and co-governance of maritime safety, and jointly constructing a safe, orderly, and stable maritime safety environment.
Through this drill, the emergency preparedness capacity of the core area of the Huangpu River for waterfront co-ordination has been further enhanced, providing a strong security guarantee for the upcoming seventh China International Import Expo.
