中新网康定8月4日电 (记者 王鹏 刘忠俊 吕杨)记者4日下午从四川省康定市“8·03”突发山洪泥石流灾害应对处置指挥部获悉,截至当日14时30分,此次灾害已致8人遇难19人失联。

据悉,此次灾害致G4218雅叶高速(雅安康定段,康定境内)K120+200m处路段两处隧道间连接桥梁垮塌,道路双向中断。截至4日14时30分,4辆车共11人坠入桥下,其中1人成功获救(已送医救治),2人遇难、8人失联。灾害还造成桥梁附近康定市姑咱镇日地村6人遇难、11人失联。

目前,共出动人员1554名,车辆及工程装备311台套,通信设备68台套,救援器材1500余件,搜救犬8只、AW-109轻型直升机1架、大型无人机翼龙Ⅱ1架,全力开展人员搜救、医疗救治等工作。省、州、县(市)共派出30余名医护人员,共收治伤员16人(均无生命危险,其中4人经治疗后已经离院)。

按照“科学分流、就近转移、妥善安置”的原则,当地有序转移939人,通过入住集中安置点、投亲靠友等方式进行安置,已设立4处群众安置点,安置受灾群众431人。目前,4个安置点的供水、供电、住宿、吃饭等服务均已解决。

目前,当地7个受损基站已全部抢通恢复,受损光缆已抢通恢复15.4公里,未恢复光缆8.6公里,受灾区域通信无较大影响,公众通信网络运行平稳。

此外,当地严防发生次生灾害,聚焦高填深挖路基、临水临崖、低洼地带、隧道桥涵等易受泥石流、山洪、滑坡等自然灾害威胁的区域,尤其对地震高发、历年易发灾害区域重点开展重大灾害风险隐患排查,及时消除安全隐患。

BEIJING, Aug. 4 (Xinhua) — Eight people were killed and 19 are missing as a result of a mudslide and flash flood in Kangding, Sichuan Province, the local emergency response headquarters said on the afternoon of August 4.

The disaster, which occurred on August 3, led to the collapse of a connecting bridge between two tunnels at K120+200m on the G4218 Ya’an-Deyang section of the Ya’an-Kangding Expressway in Kangding, cutting off both directions of traffic, according to the headquarters.

As of 14:30 on August 4, four vehicles with 11 people aboard had plunged into the valley below the bridge. One person was successfully rescued and sent to a hospital for treatment, while two others were found dead and eight are still missing. The disaster also resulted in six deaths and 11 missing persons in Rizhao Village, Gucan Town, Kangding City.

A total of 1,554 personnel have been mobilized, along with 311 vehicles and engineering equipment, 68 communication devices, over 1,500 rescue tools, eight search and rescue dogs, one AW-109 light helicopter, and one Wing Loong II large drone, to conduct full-scale search and rescue operations, medical treatment, and other relief efforts.

Thirty-plus medical staff from the province, prefecture, and county levels have been dispatched to the area, treating 16 injured people (who are all without life-threatening injuries, with four having been discharged after treatment).
