新华社北京8月1日电 近日，中国社会科学院农村发展研究所、中国社会科学出版社、中国社会科学院城乡发展一体化智库联合主办的《中国农村发展报告2024》发布会暨以新质生产力推进乡村全面振兴学术研讨会在北京举行。
中国社会科学院副院长、党组成员王昌林在致辞中表示，《中国农村发展报告2024》聚焦以新质生产力推进乡村全面振兴，内容全面系统，具有较强针对性，对新质生产力与乡村全面振兴结合的关键领域作了积极回应，深入分析了新质生产力对农村经济社会的深刻影响。该报告的出版，对于当前围绕新质生产力赋能乡村全面振兴、谋划推动新阶段全面深化农村改革具有重要参考价值。
《中国农村发展报告2024》是该系列第9部年度报告，除主报告外，还包括综合篇、经济篇、社会篇、生态环境篇等16个专题报告。报告提出，新质生产力与农业农村发展的深度融合，主要体现为以生产力三要素跃迁为驱动力、以均衡协调发展为基本路径、以创新成果转化为生成机制、以农业农村分层分化为基础和以高质量发展为中心任务五个特征。
报告认为，发展新质生产力是一个复杂的系统工程，要立足农业农村现代化和高质量发展的内在要求，把发展新质生产力作为推进农业现代化、农村现代化、农民现代化和城乡融合发展的核心引擎，以新质生产力健康发展推进乡村全面振兴。对此，报告建议采取“八大措施”，包括优化农业农村创新布局、健全农业农村创新体系、构建新型乡村生产关系、完善农业农村基础设施、夯实农业农村人才根基、建设乡村现代产业体系、完善农业农村创新环境、促进城乡要素良性循环等。

BEIJING, August 1 — Recently, the launch ceremony of the “China Rural Development Report 2024” and an academic symposium on promoting comprehensive rural revitalization through new quality of productivity were held in Beijing, jointly organized by the Institute of Rural Development of the Chinese Academy of Social Sciences (CASS), the Chinese Social Sciences Press, and the Urban-Rural Integration Development Think Tank of the CASS.
At the opening ceremony, Wang Changlin, Vice President and Party Member of the Chinese Academy of Social Sciences, stated that the “China Rural Development Report 2024” focuses on promoting comprehensive rural revitalization through new quality of productivity, with a comprehensive and systematic content that is highly targeted. It positively responds to the key areas where new quality of productivity and comprehensive rural revitalization intersect, and deeply analyzes the profound impact of new quality of productivity on rural economy and society. The publication of this report holds important reference value for current efforts to empower rural revitalization through new quality of productivity, and to plan and drive new-phase comprehensive rural reform.
The “China Rural Development Report 2024” is the 9th annual report in the series, which includes not only the main report but also 16 thematic reports on comprehensive, economic, social, and ecological environment aspects. The report proposes that the deep integration of new quality of productivity with rural and agricultural development is characterized by five features, including the leap forward of productivity’s three elements as driving force, balanced and coordinated development as the basic path, innovation achievements as the generating mechanism, the stratification and differentiation of rural areas as the foundation, and high-quality development as the central task.
The report considers the development of new quality of productivity a complex systematic project. It calls for basing on the inherent requirements of modernization and high-quality development in rural and agricultural sectors, and positioning the development of new quality of productivity as the core driving force for advancing agricultural, rural, and peasant modernization and integrated urban-rural development. The report suggests adopting “eight measures” to promote the healthy development of new quality of productivity and comprehensive rural revitalization, including optimizing the layout of rural and agricultural innovation, strengthening the rural and agricultural innovation system, building a new rural production relationship, improving rural and agricultural infrastructure, solidifying the foundation of rural and agricultural talents, building a modern rural industrial system, improving the rural and agricultural innovation environment, and promoting the benign circulation of urban and rural elements.
