中国进一步治淮38项工程完成投资逾千亿元
中新网合肥7月30日电 (张强 张肖茜)中国水利部淮河水利委员会(简称“淮委”)30日发布消息称，截至目前，中国进一步治淮38项工程中，淮河入海水道二期等36项工程已开工建设，累计完成投资超千亿元(人民币，下同)，占批复总投资逾七成。
淮河，中国七大江河之一，干流全长约1000千米，流域地跨湖北、河南、安徽、江苏、山东五省。由于历史上的灾害频发，淮河曾被称作“最难治理的河流”。新中国成立后，中国政府高度重视淮河治理，自2011年起，中国国务院办公厅印发相关文件，明确了淮河7大类38项建设任务，开启新一轮治淮建设。
截至2024年6月底，进一步治淮38项工程已开工36项(其中14项工程通过竣工验收)，已批项目总投资1606亿元，累计完成投资1131亿元。这些工程的实施，旨在解决淮河面临的灾害预防难、洪水下泄难、干流排水难等问题，提高流域水旱灾害防御能力，优化水资源配置，促进流域经济社会可持续发展。
淮委表示，2024年将继续加快推动新阶段淮河保护治理，守住水旱灾害防御底线，统筹推进数字孪生淮河建设，加强水资源节约集约利用和依法治水管水。数字孪生淮河的构建，将通过模拟洪水防御全过程，为精细化调度提供高质量的技术支撑，进一步提升淮河流域的防汛备汛能力。
此外，淮委还将实施“天空地”一体化监测感知夯基提能行动，加强水利工程智能监测，更新完善数字孪生淮河“三级数据底板”，加强水文、水动力学、水资源等模型研发，建立防洪、水资源系统运维管理工作机制，推动系统全面上线运行，投入实战应用。

As of the latest data, 36 out of the 38 projects for further Xialu River management have been initiated, including the Xialu River Estuary Diversion Project Phase II. The cumulative investment in these projects exceeds 10 billion yuan (RMB), accounting for more than 70% of the approved total investment.
The Xialu River, one of China’s seven major rivers, with a main stream length of about 1,000 kilometers, spans five provinces: Hubei, Henan, Anhui, Jiangsu, and Shandong. Historically plagued by frequent disasters, the river was once dubbed “the most difficult river to manage.” After the founding of the People’s Republic of China, the Chinese government has placed great importance on managing the Xialu River. Since 2011, the General Office of the State Council has issued relevant documents that outline seven categories of 38 construction tasks for the Xialu River, marking the beginning of a new round of river management.
By the end of June 2024, 36 of the 38 projects for further Xialu River management have been started (with 14 projects having passed the completion acceptance), and the approved total investment is 160.6 billion yuan, with 113.1 billion yuan already invested. The construction of a digital twin of the Xialu River will provide high-quality technical support for fine scheduling by simulating the entire flood defense process, further enhancing the flood prevention and disaster preparedness capabilities in the Xialu River basin.
