未来三天华北东北等地有强降雨 国家防总办公室、应急管理部部署重点地区防范应对
中新网7月30日电 据应急管理部网站消息,7月30日,国家防总办公室、应急管理部继续组织气象、水利、自然资源等部门联合会商,视频调度重庆、吉林、辽宁、湖南等11省份,研究部署重点地区防汛抢险救灾工作。
未来三天,华北、东北地区及西南、西北地区东部将迎来一次强降雨过程,京津冀、辽宁、吉林、黑龙江、云南、重庆、陕西、山西等部分地区有大到暴雨,局地大暴雨。
会商指出,进入“七下八上”防汛关键期后,防汛抗洪抢险救灾工作处于多线作战状态,长江、黄河发生编号洪水,松花江、辽河流域有强降雨,部分江段发生超警超保洪水,湖南、吉林等地局地出现堤防重大险情,防汛抗洪形势严峻。
会商要求,要密切监测雨情汛情,进一步完善监测手段,强化预报预警,精确研判汛情灾情,及时做出针对性部署。要强化高水位防洪工程巡查防守,突出薄弱堤段、险工险段、超汛限水位水库、病险水库等重点部位巡查排险,确保重要堤防水库和基础设施安全。要继续全力做好人员转移和安全管理,强化普及防灾避险救护知识,最大限度避免山洪、滑坡、泥石流等次生灾害造成人员伤亡。前期受灾省份要尽快开展复盘总结,及时整改提升,进一步做好后续防汛抢险救灾工作。
国家防总维持针对辽宁、吉林、湖南的防汛三级应急响应以及针对北京、天津、河北、贵州、云南、湖北、重庆的防汛四级应急响应。国家防灾减灾救灾委员会维持针对河南、湖南、四川的国家三级救灾应急响应以及针对吉林、福建、陕西的国家四级救灾应急响应。应急管理部维持针对湖南的国家地质灾害四级应急响应。
