各方强调，开展国际合作对于弥合数字鸿沟至关重要，确保世界各地的人们都能享受数字技术带来的好处。行动计划提出，各方将共同推进数字政策合作行动、数字基建合作行动、数字创新合作行动、数字转型合作行动、数字安全合作行动、数字能力合作行动。
