Recently, Ningxia Hui Autonomous Region has successfully been selected as a pilot for water budget management at the provincial level nationwide, marking an important step forward in water resource management in the region. Located in the northwest inland of China, Ningxia is characterized by arid conditions and scarce rainfall, making water resource management a critical constraint to its development. To address this issue, Ningxia has, since several years ago, designated water resources as the first resource for survival and development, implementing strict management, precise control, and deep water conservation, and achieving significant results.
Water budget management is an extension of the existing water resources management system, treating water resources as an asset and applying the principle of “four certainties” in water use, namely, setting plans, allocating resources, setting standards, and assigning responsibilities. The use of water budget as the main basis or reference for calculating water needs for various levels and types of management entities can achieve fine-grained management and optimal allocation of water resources.
