随着福建自贸试验区平潭片区先行探索的“台胞职称跨境采认”制度的实施,两岸融合发展迈出了坚实的一步。这一创新制度不仅大大缩短了台胞在就业创业前的申请办理时限,还为众多准备或已“登陆”的台胞带来了实实在在的福利。据统计,近200名台胞已通过线上申请办理这一职称采认事宜,并已获得预发的电子职称证书二维码,这标志着台湾本岛的台胞也能通过网络办理职称采认,实现便捷的资格认证。

福建省人力资源和社会保障厅的相关人士指出,通过“台胞职称线上申报系统”进行线上受理审核,不仅简化了申报程序,还预示了采认结果,使得台胞在登陆就业时只需凭预授码即可获取相应的证书。此外,台胞提交的个人资格材料由第三方机构进行查实公证,确保了申报流程的精简与公正。

### “三调三进”涉台解纷新模式构建起以台胞个人调解工作室、涉台纠纷人民调解委员会、台企与企业家联合会人民调解委员会为主体的涉台调解体系。在台胞、台企聚集区设立涉台法官工作室(联系点),通过“台胞服务台胞台企台商”的方式,利用台胞的身份认同和情感认同优势,提升了涉台法律咨询服务的水平。据统计,该模式已成功调解涉台纠纷143件,解决争议标的达2000余万元人民币;在厦门片区,有效化解纠纷211件,累计为台胞提供线上调解、庭审服务881件。

### 台湾法律专才实习实训试点也在福建自贸试验区平潭片区和厦门片区取得了显著效果。100多名台湾地区的法律专业大学生、法律专才来到平潭参访交流、实习实训;厦门片区在2020年至2023年共接收四批次15名台湾地区法学青年实习,其中8名已选择在大陆就业。

The implementation of the “Taiwanese Professionals’ Qualification Recognition Across Borders” system in the Pingtan area of the Fujian Free Trade Zone (FTZ) has marked a significant step forward in cross-Strait integration. This innovative system has notably shortened the time required for Taiwanese professionals to apply for and obtain qualifications before employment or entrepreneurship. As a result, it has brought tangible benefits to a substantial number of Taiwanese professionals who are either planning to or have already “crossed the strait” to work or start businesses in Mainland China. To date, approximately 200 Taiwanese professionals have successfully applied online for this qualification recognition, receiving pre-issued electronic QR codes for their qualifications, thus enabling Taiwanese from Taiwan to apply online and achieve a convenient and swift certification process.

A representative from the Fujian Provincial Human Resources and Social Security Department emphasized that the online submission and review through the “Online Application System for Taiwanese Professionals’ Qualification Recognition” not only simplifies the application process but also predicts the outcome, allowing Taiwanese professionals to obtain their certificates upon arrival with a pre-granted code. Furthermore, the personal qualifications provided by Taiwanese professionals are verified by a third-party agency, ensuring the streamlined and fair process.

Among the tenth batch of replicable innovation achievements recently released by the Fujian FTZ, apart from “Taiwanese Professionals’ Qualification Recognition Across Borders,” there are also three other innovations: the “Three Adjustments, Three Advances” cross-strait dispute resolution model and the pilot program for Taiwanese legal talents’ internship and training. These achievements have not only deepened the integration in professional qualification certification, dispute resolution mechanisms, and legal talent exchanges between the two sides of the strait but also injected new impetus into the construction of the cross-strait integration demonstration area.

### The “Three Adjustments, Three Advances” Model for Cross-Strait Dispute Resolution has established a mediation system centered around Taiwanese professionals’ personal mediation studios, cross-strait disputes people’s mediation committees, and Taiwanese enterprises and business associations people’s mediation committees. It has set up cross-strait judges’ studios (contact points) in areas with a high concentration of Taiwanese residents, enterprises, and business people, utilizing the identification and emotional affinity advantages of Taiwanese professionals to enhance the level of cross-strait legal consultation services. The model has successfully resolved 143 cross-strait disputes, involving a total of 20 million RMB in dispute resolution; in the Xiamen FTZ, 211 disputes were effectively resolved, providing 881 online mediation and trial services for Taiwanese residents.

### The pilot program for Taiwanese legal talents’ internship and training has achieved significant results in the Pingtan and Xiamen FTZs. More than 100 Taiwanese legal university students and legal talents have visited, exchanged, and interned in Pingtan; in the Xiamen FTZ, 15 batches of Taiwanese legal youth interns were received from 2020 to 2023, with 8 choosing employment in the mainland.
