《管理办法》的制定旨在通过建立健全国家网络身份认证公共服务体系，提高身份认证的准确性、便捷性和安全性，为公民提供更加可靠的网络身份认证服务。征求意见稿提出了多项措施，包括加强身份认证信息的保护、规范身份认证服务提供者的行为、明确用户在使用网络身份认证服务时的权利和义务等。

BEIJING, July 26 (Xinhua) — According to a notice on the website of the Ministry of Justice, to enhance the protection of citizens’ personal information and to promote and standardize the construction and application of national network identity authentication public services, as well as to accelerate the implementation of the strategic plan for trustworthy network identity, the Ministry of Public Security and the State Internet Information Office, in accordance with the laws and regulations such as the Cybersecurity Law of the People’s Republic of China, the Data Security Law of the People’s Republic of China, the Personal Information Protection Law of the People’s Republic of China, and the Anti-Telecom Network Fraud Law of the People’s Republic of China, have studied and drafted the “Management Measures for National Network Identity Authentication Public Services (Draft for Public Opinion).”
The drafting of the Measures aims to establish a sound national network identity authentication public service system, improve the accuracy, convenience, and security of identity authentication, and provide citizens with more reliable network identity authentication services. The draft proposes a series of measures, including strengthening the protection of identity authentication information, standardizing the behavior of identity authentication service providers, and clarifying the rights and obligations of users when using network identity authentication services.
