In a move that marks the 14th consecutive year, China’s central government departments have unveiled their 2023 budgetary outcomes, following the same practice since 2010. This annual disclosure of departmental financial results is a testament to the government’s commitment to enhancing fiscal transparency and fostering public engagement in the decision-making process.

#### The Ministry of Finance (MoF) highlighted that over the past 14 years, the scope and detail of the budgetary outcomes published by central departments have significantly expanded. Initially, the information was limited to two tables, but it has now grown to include nine, encompassing comprehensive income and expenditure statements, as well as detailed breakdowns of government funding inflows and outflows. The expanded information goes beyond mere financial data, also encompassing details on “three publics” expenditures, administrative operating costs, project performance, public procurement, and state-owned assets. This comprehensive approach aims to provide the public with a more holistic view of the financial status and funding utilization within central departments.

#### Moreover, the MoF has intensified efforts in managing project performance, requiring departments to conduct comprehensive self-assessments of their projects and increasing the scrutiny of these evaluations. This year, the number of self-assessment reports submitted alongside the central budgetary outcomes to the National People’s Congress Standing Committee increased to 716, up by 17 from the previous year, with an investment of approximately 149 billion yuan. These assessments cover a wide range of sectors, including science and technology, education, health, agriculture, and more, highlighting the government’s focus on project performance management.

#### The 2023 report from the State Council on the central budgetary outcomes shows that the total central-level expenditure reached 38219.48 billion yuan, with a combined 38.72 billion yuan allocated to “three publics” expenditures, marking a 10.48 billion yuan increase compared to the previous year. This reflects the ongoing recovery of international engagements and official duties. Additionally, central budgetary investment spending amounted to 6800 billion yuan, with 1800 billion yuan allocated at the central level and 5000 billion yuan transferred to local governments.
