The 11th Session of the 14th Fujian Provincial People’s Congress was held in Fuzhou on July 24, where the “Fujian M-Tai Relations Archive Protection Regulation” (hereinafter referred to as the “Regulation”) was passed. This is Fujian’s first specialized law in the cultural field concerning Taiwan. The issuance of this Regulation aims to strengthen the protection of M-Tai relations archives, ensuring their effective preservation and utilization through legal means, and further promoting the integrated development of both sides of the strait and the emotional connection among compatriots.

Fujian and Taiwan are separated by the sea, and historically, large-scale migration of Fujian residents to Taiwan has led to the accumulation of rich and valuable archives and documents over the long-term exchanges between the two regions. These archives not only bear witness to the historical roots between both sides, but also carry the shared memories of the Chinese nation. The implementation of this Regulation will provide legal protection for M-Tai relations archives, helping to preserve shared historical memories between both sides of the strait and fostering a cultural identity and emotional connection among compatriots.

The Regulation defines M-Tai relations archives, including various historical records such as documents, letters, contracts, family pedigrees, etc. It also encourages cooperation and exchanges between Fujian and Taiwan in archives, expanding the forms and content of exchanges, and supporting kinship, hometown, and marriage-related activities such as genealogical research and family registry alignment. Moreover, Taiwanese compatriots will enjoy the same treatment as Fujian residents when utilizing archives, reflecting respect and equality towards Taiwan compatriots.

The Regulation also encourages non-state-owned collection institutions to participate in archive protection and utilization work, advocating for the active involvement of compatriots from Hong Kong, Macao, Taiwan, and overseas in promotion and collection work, collectively promoting the protection and inheritance of M-Tai relations archives. These measures not only strengthen the cultural ties between both sides, but also provide solid cultural support for the peaceful development of cross-strait relations.

Through the implementation of the “Fujian M-Tai Relations Archive Protection Regulation”, Fujian will provide robust legal support for the preservation and revitalization of M-Tai relations archives, making positive contributions to promoting cross-strait cultural exchange and cooperation, and enhancing the welfare and identity recognition among compatriots on both sides of the strait.
