中新社北京7月22日电,国家数据局的最新消息显示,自两年多前启动的东数西算工程已取得显著进展,为中国的整体算力水平带来了显著提升。这一工程的实施,不仅推动了IT设备制造、信息通信、基础软件、绿色能源等产业链的发展,而且显著提高了国家的算力水平。

东数西算工程作为中国在2022年2月启动的国家级算力优化布局项目,旨在通过在京津冀、长三角、粤港澳大湾区、成渝、内蒙古、贵州、甘肃、宁夏等8个地区建设国家算力枢纽节点,以及规划的10个国家数据中心集群,以优化全国算力资源的配置,充分发挥西部地区在能源资源方面的优势。

据国家数据局数字科技和基础设施建设司司长杜巍透露,截至今年3月底,10个国家数据中心集群的算力总规模已超过146万标准机架,整体上架率达到了62.72%,相比2022年提升了4个百分点。东西部枢纽节点间的网络时延已经基本满足20毫秒(ms)的要求,而数据中心的绿电使用率也超过了全国平均水平,部分先进数据中心的绿电使用率甚至达到了80%左右。新建数据中心的电能利用效率(PUE)最低已降至1.10,体现了较高的能源利用效率。

为了进一步推动全国一体化算力网的建设,国家数据局将会同相关部门和地方,以算力高质量发展赋能经济高质量发展为主线,采取一系列措施。这包括推动多源异构算力的协同发展,引导算力资源向国家枢纽节点集聚;推动国家枢纽节点与需求地之间的高带宽全光连接,提升“公共传输通道”的效能;推动行业数据和算力的协同,实现数据的可信流通,提升数据处理和治理水平等。

国家数据局的举措旨在构建一个高效、协同、绿色的全国一体化算力网络,为全社会提供普惠、易用、低价、绿色、安全的公共计算服务,为推动数字经济和产业创新提供坚实支撑。

Beijing, July 22, 2023, The latest information from the National Data Administration indicates that the East-West Computing Initiative, launched over two years ago, has made significant progress, markedly enhancing China’s overall computing power. The implementation of this initiative has not only propelled the development of the IT equipment manufacturing, information communication, foundational software, and green energy sectors, but has also significantly improved the country’s computing power.

The East-West Computing Initiative, launched by the Chinese government in February 2022, is a national-level project aimed at optimizing the allocation of computing resources across the country. By establishing national computing hubs in eight regions including the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, Chengdu-Chongqing, Inner Mongolia, Guizhou, Gansu, and Ningxia, the initiative seeks to optimize the national distribution of computing resources, leveraging the energy resource advantages of the western regions.

According to Director Du Wei of the Digital Technology and Infrastructure Construction Department of the National Data Administration, as of the end of March, the total scale of computing capacity in the 10 national data centers clusters exceeded 1.46 million standard racks, with an overall utilization rate of 62.72%, up by 4 percentage points from 2022. The inter-regional network latency between the eastern and western hub nodes has largely met the requirement of 20 milliseconds (ms), while the use of green power in data centers surpassed the national average. Some advanced data centers even reached an 80% green power usage rate. The power usage effectiveness (PUE) of new data centers has been reduced to as low as 1.10, showcasing high energy efficiency.

To further promote the construction of a national integrated computing network, the National Data Administration, in conjunction with relevant departments and local governments, will focus on driving high-quality development of computing power to spur economic growth. This will involve promoting the coordinated development of multi-source heterogeneous computing power, guiding computing resources to aggregate towards national hub nodes; enhancing the efficiency of the “public transmission channel” by establishing high-bandwidth all-optical connections between national hub nodes and demand areas; and promoting the coordination of industry data and computing power to achieve the trusted circulation of data and improve data processing and governance capabilities, among other measures.

The measures taken by the National Data Administration aim to construct an efficient, collaborative, and environmentally friendly national integrated computing network, providing affordable, accessible, and green public computing services to the entire society. This is expected to provide solid support for the development of the digital economy and industrial innovation.
