根据方案，西湖景区将在节假日及旅游旺季实施分时段交通管理。具体措施包括：
一是控制机动车流量。在景区核心区域，将限制小客车进入，并实行单双号限行措施。同时，对于非机动车和行人，将加强引导和管理，确保游览秩序。
