据了解，这一新格局旨在推动浙江省国土空间高质量发展，使之成为全国国土空间体系改革的示范。根据《规划》，浙江将以“一湾引领、四极辐射、山海互济、全域美丽”为总体布局，优化国土空间开发保护格局，加强生态文明建设，促进经济社会发展。
到2035年，浙江将基本形成国土空间开发保护新格局，实现人与自然和谐共生，绿色发展方式和生活方式全面形成，全省国土空间品质显著提升。浙江将着力推进沿海湾区、四大都市区、山海协作区等不同区域的发展，打造全球一流的创新创业中心、全球领先的智能制造基地、全球著名的文化旅游目的地和全球生态文明先行区。
在生态保护方面，浙江将实施严格的生态保护制度，全面提升生态系统质量和稳定性，确保全省森林覆盖率稳定在60%以上，湿地保护率达到60%以上，确保生态环境质量继续位居全国前列。

ZHANGZHOU, Feb 2 (Xinhua) — Zhejiang Province held a press conference on Feb 2 to release the “Zhejiang Province Land Spatial Planning (2021-2035)” (hereinafter referred to as the “Plan”). The conference aimed to promote the high-quality development of Zhejiang’s land spatial system and become a national demonstration for land spatial reform.
According to the plan, Zhejiang Province aims to construct a new land spatial development pattern featuring “leading bay, four poles radiation, sea-mountain mutual support, and beautiful throughout the region” by 2035, aiming to optimize the land spatial development and protection pattern, strengthen ecological civilization construction, and promote economic and social development.
