近日,科技部发布《负责任研究行为规范指引(2023)》,对科研人员、科研机构、高等学校、医疗卫生机构、企业等开展负责任研究提出科学道德准则和学术研究规范。其中,明确规定不得使用生成式人工智能直接生成申报材料,也不得将生成式人工智能列为成果共同完成人。

该指引从研究选题与实施、数据管理、成果署名、同行评议、伦理审查、监督管理等11个方面进行规范。强调科研人员应把科技伦理要求贯穿到研究活动的全过程,以确保科研工作的严谨性和可靠性。

Recently, the National Science and Technology Ministry released the “Guidelines for Responsible Research Behavior (2023),” which propose scientific ethics and academic research norms for researchers, research institutions, universities, medical and health institutions, enterprises, and other parties engaged in responsible research. The guidelines explicitly state that generative artificial intelligence (AIGC) cannot be used to directly generate application materials and should not be listed as co-authors of the achievements.

The guidelines regulate 11 aspects of research, including research topics and implementation, data management, achievement signing, peer review, ethical review, and supervision and management. Emphasis is placed on integrating ethical requirements throughout the entire research process to ensure the rigor and reliability of research work.
