1948年8月，蒋经国在上海执行财政经济紧急措施时，进行打击巨商、富户、大官僚的活动，此活动被称之为”打虎”。8月20日，蒋经国以上海经济管制区副经济管制督导员的身份抵沪。他调来”勘乱建国大队”，组织”上海青年服务总队”，作为实行紧急措施的骨干队伍。
