Shenzhen, China – In a move to further regulate its burgeoning livestreaming industry, the Shenzhen Municipal Committee of the Communist Party of China (CPC) and the Shenzhen Internet Information Office today released the Shenzhen Network Livestreaming Industry Integrity Initiative. The initiative aims to establish a comprehensive integrity system for the industry, addressing concerns ranging from legal compliance and content quality to product sourcing and consumer protection.

Shenzhen’s livestreaming sector has experienced explosive growth, with the city ranking third nationwide in terms of livestreaming sessions, online retail sales, and the number of active streamers. As of December 31, 2024, the total sales volume of goods sold via livestreaming in Shenzhen reached a staggering 214.12 billion yuan (approximately $30 billion USD), highlighting the industry’s significant economic impact and the need for robust regulation.

The Integrity Initiative outlines several key requirements for livestreaming participants:

  • Legal Compliance: Strict adherence to laws and regulations, explicitly prohibiting the dissemination of illegal or non-compliant content and the infringement of user privacy. This addresses concerns about the potential for harmful or misleading information to spread rapidly through livestreaming platforms.
  • Content Standards: A commitment to upholding positive values, actively promoting socialist core values, and resisting vulgar, violent, and false information. This is particularly aimed at creating a healthy online environment for young people.
  • Responsibility and Transparency: The establishment of robust management mechanisms for product selection, quality inspection, and after-sales service. Crucially, the initiative mandates the clear and proactive labeling of content generated by Artificial Intelligence (AI). This move reflects growing concerns about the potential for AI-generated content to mislead viewers and underscores the need for transparency in the digital space.

The initiative also encourages livestreamers to standardize their broadcasting behavior, continuously improve their professional skills, actively participate in public welfare activities, and demonstrate a positive image and social responsibility within the network livestreaming industry.

This initiative signifies Shenzhen’s commitment to fostering a healthy and sustainable livestreaming ecosystem. By addressing key areas such as legal compliance, content quality, and consumer protection, the city aims to create a more trustworthy and responsible environment for both livestreamers and viewers. The requirement to clearly identify AI-generated content sets a precedent for other regions and industries grappling with the ethical implications of rapidly advancing AI technology.
