Seoul, South Korea – Amidst a backdrop of political upheaval and an ongoing impeachment trial, South Korean National Assembly Speaker Woo Won-shik has publicly urged Acting President and Deputy Prime Minister for Economy and Finance, Choi Sang-mok, to swiftly appoint Ma Eun-hyuk as a Justice to the Constitutional Court. The call comes after the Constitutional Court ruled on February 27th that Choi’s refusal to appoint Ma, a candidate selected by the National Assembly, was an illegal infringement upon the legislative body’s rights.

In an emergency press conference held at the National Assembly on March 12th, Speaker Woo emphasized the urgency of the situation. Two weeks have passed since the Constitutional Court’s ruling, yet Acting President Choi Sang-mok has failed to execute the decision. This is an act of defiance against the Constitution, denying the status granted to the legislative branch and the Constitutional Court by the Constitution itself, Woo stated. He demanded that Choi publicly announce a timeline for Ma’s appointment and clarify the reasons behind the continued delay.

The Constitutional Court plays a crucial role in South Korea’s legal system, ruling on the constitutionality of laws and handling impeachment cases. The current political climate, fueled by the ongoing impeachment trial, has intensified scrutiny on the Court’s composition and its ability to function effectively.

The appointment of Constitutional Court justices is a process involving both the legislative and executive branches. The National Assembly nominates candidates, and the President (or in this case, the Acting President) is responsible for formally appointing them. Speaker Woo also expressed his concern over the escalating tensions surrounding the impeachment proceedings. As the presidential impeachment trial enters its final stages, I am deeply concerned about the escalating conflict and differing opinions surrounding the trial, he said.

The situation highlights the delicate balance of power between the executive and legislative branches in South Korea, particularly during times of political instability. The appointment of Ma Eun-hyuk has become a symbolic battleground, representing the struggle for control over the Constitutional Court and its vital role in upholding the rule of law.
