Seoul, South Korea – The United States Department of Commerce has decided to impose anti-dumping and countervailing duties on aluminum wire and cable products exported from South Korea after being processed using Chinese materials, according to the South Korean Ministry of Trade, Industry and Energy and industry sources on February 28th. The anti-dumping duty rate is set at 52.79%, while the countervailing duty rate is 33.44%.

The move comes after a US Department of Commerce investigation into whether aluminum wire and cable originating from China was circumventing existing trade restrictions by being routed through third countries. The investigation, which began in October 2023, targeted companies in South Korea, Vietnam, Cambodia, and Thailand.

Currently, two South Korean companies export aluminum wire and cable products to the United States. However, the anti-dumping measures primarily target Busan Cable Engineering Co., Ltd., a company wholly owned by a Chinese enterprise. Daehan Cable Co., Ltd., another South Korean manufacturer, secured an exemption from the anti-dumping duties after demonstrating to the U.S. authorities that it does not utilize raw materials originating from China.

The U.S. Department of Commerce believes that aluminum wire and cable originating from China has been entering the U.S. market through third countries. The investigation concluded that anti-dumping duties are warranted on imports from South Korea and Vietnam.

While the tariffs are significant, the South Korean Ministry of Trade, Industry and Energy anticipates that the impact on South Korean companies will be limited, given the exemption granted to Daehan Cable and the specific targeting of Busan Cable Engineering. The situation highlights the ongoing efforts by the United States to address concerns about circumvention of trade regulations and the origin of goods entering its market.
