Xi’an, China – In a move poised to reshape the burgeoning ride-hailing truck industry, Xi’an has officially implemented the nation’s first local standard for the operation and service of online-hailing freight vehicles. This groundbreaking initiative addresses critical issues that have plagued the sector, from discrepancies between online orders and actual cargo to the allocation of responsibility in accidents involving long-haul drivers facing demanding schedules.

The standard, officially titled 《网约货车运营服务规范》(Ride-Hailing Truck Operation Service Standard), comes as the ride-hailing truck sector experiences rapid growth, fueled by the integration of digital technologies into the logistics industry. However, this growth has also exposed regulatory gaps and operational challenges, leaving both drivers and customers vulnerable.

The new standard seeks to provide clarity and structure to the industry by addressing several key areas:

  • Information Accuracy: The standard aims to prevent mismatches between the information provided online regarding cargo and the actual goods being transported. This will protect both drivers and customers from potential disputes and logistical complications.

  • Driver Safety and Responsibility: Recognizing the risks associated with long-distance hauling, the standard seeks to clarify the allocation of responsibility in the event of accidents involving drivers facing demanding schedules. This is a crucial step towards protecting drivers’ well-being and promoting safer working conditions.

  • Labor Rights and Union Representation: The standard also addresses the complex issue of labor rights for ride-hailing truck drivers. It seeks to clarify whether platforms or cargo owners are responsible for providing union support and safeguarding the rights of these workers.

The implementation of this standard in Xi’an marks a significant step forward in regulating the ride-hailing truck industry. As a pioneering effort, it is expected to serve as a model for other cities across China grappling with similar challenges.
